The Economic Cost of A Crisis13 Dec 202200:11:05
With cyber-attacks in the headlines, a new report provides a gloomy reminder of the deep and long-lasting impact when things go wrong in public corporations. On average, companies struck by a crisis suffered a drop in share price by 19%, and share value took 147 days to recover. Moreover, crises involving environmental damage resulted in almost twice as severe an impact on the average share price.
The cost of crises increasingly features in the headlines. When Facebook, WhatsApp, and Instagram had a six-hour global outage late last year, Facebook shares fell by 5%, costing founder Mark Zuckerberg an estimated $6 billion in personal wealth. Software maker Adobe was the victim of a cyberattack that compromised about 38 million active users. The company had initially declared that 2.9 million accounts had been affected and paid millions of dollars in fines.

Over the last decade, California has experienced increased, intense, and record-breaking wildfires in Northern and Southern California. These fires have resulted in a devastating loss of life and billions of dollars in damage to property and infrastructure. Electric utility infrastructure has historically been responsible for less than ten percent of reported wildfires; however, fires attributed to power lines comprise roughly half of the most destructive fires in California history. With the continuing threat of wildfire, utilities may proactively cut power to electrical lines that may fail in certain weather conditions to reduce the likelihood that their infrastructure could cause or contribute to a wildfire. This effort to reduce the risk of fires caused by electric infrastructure by temporarily turning off power to specific areas is called a Public Safety Power Shutoff (PSPS). However, a PSPS can leave communities and essential facilities without power, which brings its own risks and hardships, particularly for vulnerable communities and individuals. From 2013 to the end of 2019, California experienced over 57,000 wildfires (averaging 8,000 per year) and the three large energy companies conducted 33 PSPS de-energizations.

The recovery process may continue for some time, one of the best practices that are found to be extremely valuable after every disaster is the After Action Review. This process helps organizations to identify areas of improvement in plans while the event, actions, and timeline are all still relatively fresh. It’s great to have and implement plans in response to an event, however, a critical improvement opportunity is missed if organizations don’t make time to identify and implement improvements quickly so the plans work even better next time.

They are frantically fielding facts and phone calls, rushing to get information to the news media and the public. While this work may not seem as critical to life safety, it is essential. Efficient, rapid, and accurate information flow during an emergency can save lives, especially during complex, evolving events like Hurricane Dorian. In a recent study, Alessandro Lovari assessed how PIOs used social media to communicate during emergencies. He found that social media has changed the landscape of public sector communication, and is now a key tool during disasters and emergencies. But it also raises new challenges, such as coping with huge volumes of information and determining whether reports are credible.

When storms like Hurricane Ian strike, many people have to cope afterward with losing water service. Power outages mean pumps can’t process and treat drinking water or sewage, and heavy stormwater flows can damage water mains.
In Jackson, Mississippi, rising river water overwhelmed pumps at the main water treatment plant on Aug. 29, 2022, following record-setting rain. For a week, more than 180,000 residents were forced to find bottled water for drinking and cooking. Even after water pressure returned, many Jackson residents continued to boil their water, questioning whether it was safe to drink.
Jackson had already been under a boil-water notice for more than a month before the crisis, which arrived like a slow-motion bullet to the city’s long-decaying infrastructure.
