"My puppy's feet can’t touch the ground until he’s fully vaccinated." Is this the best advice for a puppy?

The Primary and most important time for puppy socialization is the first three months of life. During this time puppies should be exposed to as many new people, animals, stimuli and environments as can be achieved safely and without causing overstimulation manifested as excessive fear, withdrawal or avoidance behavior. For this reason, the American Veterinary Society of Animal Behavior believes that it should be the standard of care for puppies to receive such socialization before they are fully vaccinated.

A few weeks ago I saw a post from a dog trainer and she said her dog had gotten out of the backyard, presumably hopped the fence, ran into the street, and got hit by a car. He survived but was paralyzed and she decided to put him down. This dog trainer had a very well-trained dog. So what happened? What caused the dog to hop the fence out of their backyard and run away? Fireworks can make a dog so frighten that he runs without thinking and gets hit by a car.
