This week, Craig is joined by two members of Common Weal's Energy Working Group - Keith Baker and Iain Wright - to discuss the ScotWind offshore wind auction and its implications for Scottish renewables. ScotWind is the largest auction of Scottish offshore wind resources resulting in promises of 25GW of generating capacity built over more than 7,000km^2 of Scottish seabed and split across 17 different sites around the north of Scotland. Proponents hail the billions of investment that will be required to build the project. As well as the £700 million in option fees collected by Crown Estate Scotland and the prospect of Somewhere in the region of £30-£50 million a year in annual rents. Whilst the winners of the auction are almost entirely made up of foreign-owned energy companies (with 20% of the capacity being won by fossil fuel giants Shell and BP alone) Proponents promise that Scotland could still benefit from jobs created in the supply chain. This book presents a comprehensive strategy for Scotland's ongoing demographic transition, how that must be done in a way that breaks down ageism systemic to our politics and economy and how doing this can present Scotland's older people with a Social Contract for a better, healthier and more inclusive life. They discuss some topics within the book such as how a neoliberal economy inevitably leads to ageism, how the politics of ageing is often far too short term and some specific policies from the book such as how an independent Scotland could overhaul the UK's broken pension sector. Even the transition hasn't always been smooth and various technologies and working practices have started to emerge to allow offices to operate in a decentralised way. The discussion asks if this can be done only in a way that suits the workplace or if it can be done in a way that fosters and maintains the social connections formed at work - connections that can be vital to solidarity, collective bargaining and workers' rights. They discuss how the framing of stories on topics such as economics depended largely on whether the points favoured one side of the campaign or the other, which topics were given a disproportionate amount of time in coverage and which people and personalities saw more coverage than others. Finally, they discuss lessons to be learned from the last campaign that could be applied now such as how activists can better examine news stories to assess if the issues are being reported fairly. This week, Craig speaks to Peter Ryan - expert on currency and banking systems and author of several papers for Common Weal and the Scottish Independence Convention on currency in an independent Scotland. They discuss recent radical changes to the global currency landscape with the creation of Central Bank Digital Currencies. These could potentially allow Central Banks to create money in the event of a future stimulus programme such as was needed in the wake of the Covid pandemic or the 2008 Financial Crisis but could do so in a way that means giving it directly to people rather than pumping up assets via Quantitative Easing and could allow Central Banks to avoid losing control of monetary policy due to the rise of cryptocurrencies or private digital currencies such as Facebook's Libra. Peter also discusses some of the risks of this policy such as the potential for the direct collection and control of data on what we buy and sell using our CBDC funds. Finally, Peter talks about his work in the Scottish Green Party to bring forward a conference motion on a Financial Health Service. They discuss the problem of banks abandoning communities in Wales and Scotland and how this hollows out local economies and leaves people vulnerable to less stable financial services and unable to access the kind of in-person advice they might want when deciding to, for example, apply for a mortgage. They also discuss the political history of the idea in Wales and how it has led up to the idea of Community Banking being adopted by the Welsh Government. Colin is a retired social worker who now writes on reform of the sector. He is a member of Common Weal's Care Reform Working Group and is currently working with the group on a blueprint for a National Care Service. Colin's upcoming paper for the group looks at reform of the social work sector, arguing that the sector has been greatly eroded over the past several decades and now focuses too much on post-interventionist care of people who have already been failed by society rather than being a preventative force in Scotland's social security network. This week, Jonathon Shafi and Craig Dalzell introduce Common Weal's latest Policy Paper - A Property Tax for Scotland. Our proposal to replace the outdated and unfair Council Tax with a tax based on the actual value of land and buildings. This tax would scrap the banding system and the bizarre method of calculating which house goes into which band and replace it with a tax that is simply calculated based on a percentage of the market value of the property with a rate of 0.63% being calculated as one that raises the same revenue as the current Council Tax does. They also discuss how this paper would link into Common Weal's broader work on improving housing such as our plans for Rent Controls, Social Housing Building, Land Value Capture and more. Craig also pays tribute to Bill Austin who passed away last week. Bill co-wrote Common Weal's paper on customs and borders in an independent Scotland and was a guest on the podcast in 2020. This week, Jonathon Shafi and Craig Dalzell welcome the publication of the final report of the Citizens' Assembly, in particular their adoption of a series of policies that align well with similar policies previously published by Common Weal. They then discuss the ongoing political crisis in the US with last week's attack on the US Senate and the imminent prospect for the second impeachment of Donald Trump in the closing days of his term as President. Finally, they look at the procurement scandal in England that has seen vulnerable kids send food parcels that are entirely inadequate for their needs. Whilst this incident hasn't happened in Scotland, it serves as a reflection of many of the similar political failures here that have seen private companies skim vast profits out of public services via mechanisms such as PFI - which Common Weal has campaign against on many occasions.
