Follow the steps above - just to make your address a service area - unless you can prove you have clients come over to your premises, which is quite hard, so I would personally recommend becoming a service are instead, get your profile back then speak to Google on what they need as proof to show you people come to your premises.

When speaking to the agent - just be super nice, remain calm and explain whats happened - they are there to help you and they truly will! :)
