After being the posterchild of democratization, today Central and Eastern Europe is often seen as the region of democratic backsliding. In this episode, Milada Vachudova and Tim Haughton talk with host Licia Cianetti about how ethno-populist and illiberal politicians have been reshaping the region’s politics, how people have gone to the streets to protest against anti-democratic and corrupt governments, and the many ways in which post-communist Europe is actually not that different from democracies in the “West”. Today I talked to Megan Buskey about her book Ukraine Is Not Dead Yet: A Family Story of Exile and Return (Ibidem-Verlag, 2023). When Megan Buskey’s grandmother Anna dies in Cleveland in 2013, Megan is compelled in her grief to document her grandmother’s life as a native of Ukraine. A Ukrainian American, Buskey returns to her family’s homeland and enlists her relatives there to help her in her quest—and discovers much more than she expected. The result of this extraordinary journey that traces one woman’s story across Ukraine’s difficult twentieth century, from a Galician village emerging from serfdom, to the “bloodlands” of Eastern Europe during World War II, to the Siberian hinterlands where Anna spent almost two decades in exile before receiving the rare opportunity to emigrate from the Soviet Union in the 1960s. Yet Megan’s wide-ranging inquiries keep leading her back to universal questions: What does family mean? How can you forge connections between generations that span different cultures, times, and places? And, perhaps most hauntingly, how can you best remember a complicated past that is at once foreign and personal? Everyday War: The Conflict Over Donbas, Ukraine (Cornell UP, 2023) provides an accessible lens through which to understand what noncombatant civilians go through in a country at war.  What goes through the mind of a mother who must send her child to school across a minefield or the men who belong to groups of volunteer body collectors? In Ukraine, such questions have been part of the daily calculus of life. Greta Uehling engages with the lives of ordinary people living in and around the armed conflict over Donbas that began in 2014 and shows how conventional understandings of war are incomplete. In Ukraine, landscapes filled with death and destruction prompted attentiveness to human vulnerabilities and the cultivation of everyday, interpersonal peace. Uehling explores a constellation of social practices where ethics of care were in operation. People were also drawn into the conflict in an everyday form of war that included provisioning fighters with military equipment they purchased themselves, smuggling insulin, and cutting ties to former friends. Each chapter considers a different site where care can produce interpersonal peace or its antipode, everyday war. Today is a Different War (Arrowsmith Press, 2023) is Lyudmyla Khersonska's striking portrayal of life from inside war-torn Ukraine. In Wild Music: Sound and Sovereignty in Ukraine (Wesleyan UP, 2019), Maria Sonevytsky tracks vernacular Ukrainian discourses of “wildness” as they manifested in popular music during a volatile decade of Ukrainian political history bracketed by two revolutions. From the Eurovision Song Contest to reality TV, from Indigenous radio to the revolution stage, Sonevytsky assesses how these practices exhibit and re-imagine Ukrainian tradition and culture. As the rise of global populism forces us to confront the category of state sovereignty anew, Sonevytsky proposes innovative paradigms for thinking through the creative practices that constitute sovereignty, citizenship, and nationalism. For almost a year now, we have been absorbing news and information about Russia’s invasion of Ukraine. There are a variety of different, or competing, narratives to explain and define what we understand about the origins of this conflict and the ongoing military successes and failures on the ground in Ukraine and in Russia. I had the chance to interview Jordan Miller for PostScript (a special series that allows scholars to comment on pressing contemporary issues) about his work on narrative and attempts to influence the activities within the field of battle in Ukraine. Miller is finishing his dissertation on this topic at the War Studies Program at the Royal Military College of Canada. Miller’s research specifically focusses on these narrative dynamics, which are influential to battlefield success and potentially the outcome of this war. In our discussion, we examine the various points of information that were being put forward by Russia and by the United States before Russia moved into Ukraine in February of 2022. The intention of this approach is to “inoculate” the public by highlighting the misleading or false narratives that will be forthcoming to try to shape global understandings of the war. As the war progressed, Ukraine also actively tried to shape perception of its own capacity, heroics, and commitment to success against Russian aggressions. We also saw a shift in approaches in the fall and winter since there was concern about the impact of energy scarcity in western Europe and in Ukraine. Miller’s work builds on basic concepts like propaganda – and what ultimately makes this effective within situations like Ukraine, or other global military contests. As we discuss on the podcast, the images and ideas that have come out of Ukraine—of humanized citizens and soldiers, of the citizen army there that has come forward to push against the Russian war machine, of soldiers adopting cats and dogs as they continue to fight—all contribute to an overall concept of the Ukrainian people and their capacity to potentially defeat the Russian Army. Ukrainian efforts in this regard also speak to particular audiences, like NATO member countries and their citizens, the United Nations General Assembly, as well as to Russian citizens and soldiers. This kind of effort—to communicate ideas and images to key audiences is an important component of the useful implementation of narrative within the field of battle, even if it is not on the battlefield itself. Seeing cigarette smoking as a cultural phenomenon of Western modernity is perhaps easier when the test case is outside the US where the narrative is dominated by Big Bad Tobacco and litigation. Tricia Starks's two volume study does just that. Her second volume, Cigarettes and Soviets: Smoking in the USSR (Cornell University Press, 2022) traces the rise and fall of cigarettes during the Soviet period. (Her first volume covered the pre-Revolutionary era.) In a beautifully written and jargon-free account illustrated with dozens of color plates, Starks tracks how the early revolutionaries tried unsuccessfully to combat mass smoking, how subsequent Soviet leaders made peace with it, and how in the post-war period, Soviet health authorities slowly made inroads against smoking, albeit with different arguments than those used in the anti-tobacco campaigns in the West.
