In Soldier's Paradise: Militarism in Africa After Empire (Duke UP, 2024), Samuel Fury Childs Daly tells the story of how Africa’s military dictators tried and failed to transform their societies into martial utopias. Across the continent, independence was followed by a wave of military coups and revolutions. The soldiers who led them had a vision. In Nigeria and other former British colonies, officers governed like they fought battles—to them, politics was war by other means. Civilians were subjected to military-style discipline, which was indistinguishable from tyranny. Soldiers promised law and order, and they saw judges as allies in their mission to make society more like an army. But law was not the disciplinary tool soldiers thought it was. Using legal records, archival documents, and memoirs, Daly shows how law both enabled militarism and worked against it. For Daly, the law is a place to see decolonization’s tensions and ironies—independence did not always mean liberty, and freedom had a militaristic streak. In a moment when militarism is again on the rise in Africa, Daly describes not just where it came from but why it lasted so long. How do states build vital institutions for market development? Too often, governments confront technical or political barriers to providing the rule of law, contract enforcement, and loan access. In From Click to Boom: The Political Economy of E-Commerce in China (Princeton, 2024) Lizhi Liu suggests a digital solution: governments strategically outsourcing tasks of institutional development and enforcement to digital platforms—a process she calls “institutional outsourcing.” China’s e-commerce boom showcases this digital path to development. In merely two decades, China built from scratch a two-trillion-dollar e-commerce market, with 800 million users, seventy million jobs, and nearly fifty percent of global online retail sales. Contrary to conventional wisdom, Liu argues, this market boom occurred because of weak government institutions, not despite them. Gaps in government institutions compelled e-commerce platforms to build powerful private institutions for contract enforcement, fraud detection, and dispute resolution. For a surprisingly long period, the authoritarian government acquiesced, endorsed, and even partnered with this private institutional building despite its disruptive nature. Drawing on a plethora of interviews, original surveys, proprietary data, and a field experiment, Liu shows that the resulting e-commerce boom had far-reaching effects on China. Institutional outsourcing nonetheless harbors its own challenges. With inadequate regulation, platforms may abuse market power, while excessive regulation stifles institutional innovation. China’s regulatory oscillations toward platforms—from laissez-faire to crackdown and back to support—underscore the struggle to strike the right balance. Lizhi Liu is assistant professor at the McDonough School of Business at Georgetown University, where she is also a faculty affiliate of the Department of Government. Her work has been published by American Economic Review: Insights, Studies in Comparative International Development, Minnesota Law Review, Oxford University Press, and Princeton University Press. She was also listed as a Poets&Quants Top 50 Undergraduate Business Professor of 2021. She holds degrees in Political Science (PhD), Statistics (MS), and International Policy Studies (MA) from Stanford University and in International Relations (LLB) from Renmin University of China. Interviewer Peter Lorentzen is an Associate Professor of Economics at the University of San Francisco, a nonresident scholar at the UCSD 21st Century China Center, an alumnus of the Public Intellectuals Program of the National Committee on US-China Relations, and is currently a visiting scholar at the Stanford Center on China’s Economy and Institutions. His research focuses on the economics of information, incentives, and institutions, primarily as applied to the development and governance of China. He created the unique Master’s of Science in Applied Economics at the University of San Francisco, which teaches the conceptual frameworks and practical data analytics skills needed to succeed in the digital economy. The United States stands at a crossroads in international security. The backbone of its international position for the last 70 years has been the massive network of overseas military deployments. However, the US now faces pressures to limit its overseas presence and spending. In Beyond the Wire: US Military Deployments and Host Country Public Opinion (Oxford University Press, 2023), Michael Allen, Michael Flynn, Carla Martinez Machain, and Andrew Stravers argue that the US has entered into a "Domain of Competitive Consent" where the longevity of overseas deployments relies upon the buy-in from host-state populations and what other major powers offer in security guarantees. Drawing from three years of surveys and interviews across fourteen countries, they demonstrate that a key component of building support for the US mission is the service members themselves as they interact with local community members. Highlighting both the positive contact and economic benefits that flow from military deployments and the negative interactions like crime and anti-base protests, this book shows in the most rigorous and concrete way possible how US policy on the ground shapes its ability to advance its foreign policy goals. On Thursday, Vice President Kamala Harris accepted the Democratic Party’s nomination in Chicago. Lilly and Susan talk to two presidential politics scholars to unpack the political impact of the convention. When the Republicans convened in Milwaukee, the presidential race was a rematch between Donald Trump and Joe Biden. The four of us took stock of the race back in June and discussed calls for Biden to leave the race – but a shocking debate performance in late June rattled party faithful and donors. In June, few seemed enthusiastic about Vice President Harris as the person to take on Donald Trump. But on July 21st, President Joe Biden not only announced he was withdrawing. Biden endorsed Harris and she quickly and adroitly established herself as the only candidate. After a few weeks of strong campaigning with her VP Minnesota Governor Tim Walz, Harris and the Democrats went into the 4-day convention. Meena, Dan, Susan, and Lilly have a spiritied discussion! Marie-Eve Desrosiers (Univ. of Ottawa) has written a wonderful book. Trajectories of Authoritarianism in Rwanda: Elusive Control Before the Genocide (Cambridge University Press, 20203) challenges scholarly and policy assumptions about the strength and control of authoritarian governments in Rwanda in the decades before the 1994 genocide. Desrosiers employs original archival data and interviews to highlight the complex relations between authorities, opponents, and society. Through careful, detailed analysis, Desrosiers offers a nuanced assessment of the functions and evolution of authoritarianism over time, demonstrating how the governments of Rwanda's first two post-independence Republics (1962- 1990) sought and often struggled to cement their rule. China’s One Belt One Road policy, or OBOR, represents the largest infrastructure program in history. Yet little is known about it with any certainty. How can something so large be so bewildering? In One Belt One Road: Chinese Power Meets the World (Harvard East Asian Monographs, 2020), Eyck Freymann, a DPhil Candidate in China Studies at the University of Oxford, explores the nature, function, and purposes of OBOR. Drawing on primary documents in five languages, interviews with senior officials, and on-the-ground case studies in Sri Lanka, Tanzania, and Greece, Freymann sifts through the purposeful ambiguity of the Chinese Communist Party and unravels a series of popular myths about OBOR. He finds that OBOR is not controlled by a monolithic state apparatus; that recipient nations do not consider OBOR a debt trap; and that appeal of OBOR is growing, not shrinking. Ultimately, Freymann argues that the infrastructure projects are a sideshow to something else: Xi Jinping’s project to restore China’s greatness in world affairs and to solidify his place at the helm of the new Chinese empire.  John Sakellariadis is a 2020-2021 Fulbright US Student Research Grantee. Indians, their former British rulers asserted, were unfit to rule themselves. Behind this assertion lay a foundational claim about the absence of peoplehood in India. The purported “backwardness” of Indians as a people led to a democratic legitimation of empire, justifying self-government at home and imperial rule in the colonies. In response, Indian anticolonial thinkers launched a searching critique of the modern ideal of peoplehood. Waiting for the People: The Idea of Democracy in Indian Anticolonial Thought (Harvard University Press, 2024) is the first account of Indian answers to the question of peoplehood in political theory. This new book by Nazmul Sultan shows how Indian political thinkers explored the fraught theoretical space between sovereignty and government in the nineteenth and twentieth centuries. From Surendranath Banerjea and Radhakamal Mukerjee to Mohandas Gandhi and Jawaharlal Nehru, Indian political thinkers offered novel insights into the globalization of democracy, and ultimately drove India’s twentieth-century political transformation. In this conversation, Sultan talks to host Yi Ning Chang about sovereignty and government, democracy and development, and the intellectual choices that laid the foundation of postcolonial democracy in the mid-twentieth century.  Yi Ning Chang is a PhD Candidate in political theory at the Department of Government at Harvard University. She is writing a dissertation on the end of anticolonial politics. Through a study of 1950s–60s Southeast Asia, the project examines the relationship between critique and action, and the effects anticolonialism had on politics in the postcolony. If ideology has never before been so much in evidence as a fact and so little understood as it appears to be today then, Jason Blakely argues in his new book Lost in Ideology: Interpreting Modern Political Life (Agenda Publishing, 2023), this may not be because we are like travellers guided by old maps of the political world but because we make the mistake of thinking that our maps are the worlds in which we live and act politically. When we read them as if they are reality, rather than a representation of it, we get lost. In post-war Europe, protest was everywhere. On both sides of the Iron Curtain, from Paris to Prague, Milan to Wroclaw, ordinary people took to the streets, fighting for a better world. Their efforts came to a head most dramatically in 1968 and 1989, when mass movements swept Europe and rewrote its history.  In the decades between, Joachim C. Haberlen argues in Beauty Is in the Street: Protest and Counterculture in Post-War Europe (Penguin, 2023), new movements emerged that transformed the nature of protesting. Activism moved beyond traditional demonstrations, from squatting to staging 'happenings' and camping out at nuclear power plants. People protested in the way they dressed, the music they listened to, the lovers they slept with, the clubs where they danced all night. New movements were born, notably anti-racism, women's liberation, gay liberation and environmentalism. And protest turned inward, as activists experimented with new ways of living and feeling, from communes to group therapy, in their efforts to live a better life in the here and now. Some of these struggles succeeded, others failed. But successful or not, their history provides a glimpse into roads not taken, into futures that did not happen. The stories in Haberlen's book invite us to imagine different futures; to struggle, to fail, and to try again. In a time when we are told that there are no alternatives, they show us that there could be another way. Joachim C. Häberlen is a historian of modern Europe. Provincial Democracy: Political Imaginaries at the End of Empire in Twentieth-century South India (Cambridge UP, 2023) delves into the period between the decline of empire and the rise of the Indian nation-state in the context of seismic global transformations of the early twentieth century-namely the two World Wars and the crisis of the imperial order. Rama Sundari Mantena argues this period is defined by not only the dominance of the nation state and debates over a new global order, but also mass participation in defining and negotiating the form and substance of democratic political futures. Mantena recovers this debate by reconstructing the emerging vocabularies of liberalism, political rights, and self-government in colonial South India, especially in the princely domain of Hyderabad and among Andhra speakers in British India’s Madras province. Provincial Democracy shifts the focus from the dominant narrative of linguistic nationalism as defining regionalism to debates over questions of representation, rights, political reforms, and federalism. Thus, it uncovers a broad perspective on political imaginaries that anticipated democracy in independent India. Rama Mantena is Associate Professor of History at the University of Illinois Chicago. Her first book The Origins of Modern Historiography in India (New York: Palgrave Macmillan, 2012) explored everyday practices surrounding acts of collecting, surveying, and antiquarianism in the early period of British colonial rule in India. Anindita Ghosh is a doctoral candidate in history at the University of Illinois Chicago. Her dissertation is about the histories of absorption of the eastern native states of South Asia into the nations and their socio-political afterlives in the post-colonial nations.
