The South China enclave of Macau was the first and last European colonial settlement in East Asia and a territory at the crossroads of different empires. In Neutrality and Collaboration in South China: Macau during the Second World War (Cambridge UP, 2023), Helena F. S. Lopes analyses the layers of collaboration that developed from neutrality in Macau during the Second World War.  Exploring the intersections of local, regional and global dynamics, she unpacks the connections between a plurality of actors with competing and collaborative interests, including Chinese Nationalists, Communists and collaborators with Japan, Portuguese colonial authorities and British and Japanese representatives. Lopes argues that neutrality eased the movement of refugees of different nationalities who sought shelter in Macau during the war and that it helped to guarantee the maintenance of two remnants of European colonialism - Macau and Hong Kong. Drawing on extensive research from multilingual archival material from Asia, Europe, Australasia and America, this book brings to light the multiple global connections framing the experiences of neutrality and collaboration in the Portuguese-administered enclave of Macau. The Tormented Alliance: American Servicemen and the Occupation of China, 1941–1949 (UNC Press, 2022) explores the wartime partnership between China and the United States from the ground up. Beginning in 1941, and especially after Pearl Harbor, both sides had high hopes for wartime cooperation against Japan. But as The Tormented Alliance shows, ‘a military alliance with the United States means a military occupation by the United States.’ This occupation was underpinned by inequalities of race, gender, nation, wealth, and power which strained relations between China and the United States during both the Second World War and the ensuing Chinese Civil War. The tens of thousands of US military personnel in China transformed themselves into a widely loathed occupation force: an aggressive, resentful, emasculating source of physical danger and compromised sovereignty. Following multiple archival trails, Fredman finds how negative on-the-ground interactions between US servicemen and all kinds of Chinese people – civilian and military – turned Sino-American cooperation into a ‘tormented alliance’ and helped unravel it from below. This groundbreaking study is highly recommended for anyone interested in twentieth-century China, US foreign relations, and the history of war. In the aftermath of the First World War the Western great powers sought to redefine international norms according to their liberal vision. They introduced Western-led multilateral organizations to regulate cross-border flows which became pivotal in the making of an interconnected global order.  In contrast to this well-studied transformation, in Against the Liberal Order: The Soviet Union, Turkey, and Statist Internationalism, 1919-1939 (Oxford University Press, 2024), Samuel Hirst considers in detail for the first time the responses of the defeated interwar Soviet Union and early Republican Turkey who challenged this new order with a reactive and distinctly state-led international politics. As Mustafa Kemal Atatürk took up arms in 1920 to overturn the terms of the Paris settlement, Vladimir Lenin provided military and economic aid as part of a partnership that both sides described as anti-imperialist. Over the course of the next two decades, the Soviet and Turkish states coordinated joint measures to accelerate development in spheres ranging from aviation to linguistics. Most importantly, Soviet engineers and architects helped colleagues in Ankara launch a five-year plan and build massive state-owned factories to produce textiles and replace Western imports. Whilst the Kemalists' cooperation with the Bolsheviks has often been described as pragmatic, this book demonstrates that Moscow and Ankara actually came together in an ideological convergence rooted in anxiety about underdevelopment relative to the West, gradually arriving at statist internationalism as an alternative to Western liberal internationalism. Drawing on extensive archival research and offering an often-ignored and non-Western perspective on the history of international relations and diplomacy, Against the Liberal Order presents a novel interpretation of the international order of the interwar period that crosses the borders of historical disciplines and contributes to questions of current concern in world politics. In the 1990s, the promise of justice for atrocity crimes was associated with the revival of international criminal tribunals (ICTs). More recently, however, there has been a renewed emphasis on domestic accountability for international crimes across the globe. In identifying a 'complementarity turn', a paradigm shift toward domestic accountability in the field of international criminal justice, this book investigates how the shadow of international criminal tribunals influences the treatment of serious crimes at the national level. Drawing on research and interviews in Rwanda, the Democratic Republic of Congo, and Sierra Leone, International Criminal Tribunals and Domestic Accountability: In the Court's Shadow (Oxford University Press, 2023) by Dr. Patryk I. Labuda develops a tripartite framework to analyse how states and tribunals work with, despite, or against one another in the fight against impunity. While international prosecutors and judges use the principle of complementarity to foster cooperation and decrease tension with government actors, Dr. Labuda argues that too much deference by ICTs toward states reduces the likelihood of accountability and may enable national elites to consolidate authoritarian power. By interrogating how international accountability stakeholders relate to their domestic counterparts, International Criminal Tribunals and Domestic Accountability advocates improvements to ICTs' institutional design and more dynamic interactions with states to strengthen the enforcement of international criminal law. The roots of the Arab world’s current Russian entanglements reach deep into the tsarist and Soviet periods. To explore those entanglements, Russian-Arab Worlds: A Documentary History (Oxford UP, 2023) presents and contextualizes a set of primary sources translated from Russian, Arabic, Armenian, Persian, French, and/or Tatar: a 1772 Russian naval officer’s diary, an Arabic slave sale deed from the Caucasus, an interview with a Russian-educated contemporary Syrian novelist, and many more. These archival, autobiographical, and literary sources, introduced by specialists and in some cases by pairs of scholars with complementary language expertise, highlight connections long obscured by disciplinary cleavages between Slavic and Middle East studies. Taken together, the thirty-four chapters of this book show how various Russian/Soviet and Arab governments sought to nurture political and cultural ties and expand their influence, often with unplanned results. They reveal the transnational networks of trade, pilgrimage, study, ethnic identity, and political affinity that state policies sometimes fostered and sometimes disrupted. Above all, they give voice to some of the resourceful characters who have embodied and exploited Arab-Russian contacts: missionaries and diplomats, soldiers and refugees, students and party activists, scholars and spies. A set of new maps helps orient readers amid the expansion and collapse of empires, border changes, population transfers, and creation of new nation-states that occurred during the two centuries these sources cover. Eileen Kane teaches modern European history at Connecticut College, where she also directs the Program in Global Islamic Studies. A historian of imperial Russia and the Soviet Union, she is the author of Russian Hajj: Empire and the Pilgrimage to Mecca. She is the 2017 recipient of a Mellon New Directions Fellowship and is currently writing a history of Jewish and Muslim migrations from Russia to the Middle East. Masha Kirasirova is assistant professor of history at New York University Abu Dhabi. She is a historian of exchanges between the Soviet Eurasia and the Middle East. She is finishing a book called The Eastern International: Culture, Power, and Politics in Soviet-Arab Relations. Her articles have appeared in Kritika: Explorations in Russian and Eurasian History, Ab Imperio, Iranian Studies, and Mediterranean Politics. Margaret Litvin is associate professor of Arabic and comparative literature at Boston University. A historian of modern Arabic literature and its global ties, she is the author of Hamlet’s Arab Journey: Shakespeare’s Prince and Nasser’s Ghost and the translator of Sonallah Ibrahim’s Arabic novel Ice, set in 1973 Moscow. Her current book project, Another East: Arab Writers, Moscow Dreams, reconstructs some literary legacies of Arab-Russian and Arab-Soviet cultural ties during the long 20th century. She also writes about Arabic theatre for global audiences. Tugrul Mende holds an M.A in Arabic Studies. He is based in Berlin as a project coordinator and independent researcher. Right to Reparations: The Claims Conference and Holocaust Survivors, 1951–1964 (Lexington, 2021) examines the early years of the Claims Conference, the organization which lobbies for and distributes reparations to Holocaust survivors, and its operations as a nongovernmental actor promoting reparative justice in global politics. Rachel Blumenthal traces the founding of the organization by one person, and its continued campaign for the payment of compensation to survivors after Israel left the negotiations. This book explores the degree to which the leadership entity served individual victims of the Third Reich, the Jewish public, or member organizations. Geraldine Gudefin is a French-born modern Jewish historian researching Jewish family life, legal pluralism, and the migration experiences of Jews in France and the United States. She is currently a research fellow at the Hebrew University’s Avraham Harman Research Institute of Contemporary Jewry, and is completing a book titled An Impossible Divorce? In the wake of the devastating WWI, three Jews headed the most valuable territory in the British Empire in addition to a strategically important new addition. Edwin Montagu held the position of Secretary of State for India, Rufus Isaacs (Lord Reading) was the newly appointed Viceroy of India, and Herbert Samuel arrived in Jerusalem as the first High Commissioner of Palestine. Their appointments came at a time of great upheaval as Indian nationalists clamoured for independence, pan-Islamists fought to keep the defeated Ottoman Empire intact and the sultan in Constantinople, and Zionists sought to build on the wartime promise by the British government to create a Jewish homeland in Palestine in face of opposition by Palestinians and pan-Islamists. The task of tackling these issues was made all the more difficult by accusations that Jews were not loyal to the British Empire and its goals, a view promoted by the appearance of the antisemitic Protocols of the Elders of Zion in English translation. British Jews and Imperial Service: Nationalism, Pan-Islamism and Zionism in Mandate Palestine and Colonial India (Bloomsbuy, 2023) by Dr. Stephanie Chasin follows this web of divisive imperial politics, and nationalist and pan-Islamist aspirations in India and Palestine, through the lives and work of these three men whose efforts were coloured by the post-war fear of a declining empire that was being corroded from within. Ukraine Vis-à-Vis Russia and the EU: Misperceptions of Foreign Challenges in Times of War, 2014-2015 (Ibidem Press, 2023) investigates the making of Ukraine’s foreign policy towards the European Union and Russia between February 2014 and February 2015. To contextualize the events of the first year of the Russian-Ukrainian War, Nychyk lays out the history of the EU-Ukraine-Russia triangle since 1991 and draws lessons relevant for the 2022 Russian full-scale invasion of Ukraine. The book is based on her doctoral research and rests on a game-theory-inspired approach to foreign policy analysis. It relies on 38 elite interviews, official documents, and media reports. Nychyk uncovers various mutual misperceptions in EU-Ukraine-Russia relations. Looking at Ukraine’s ‘side of the story’, her analysis shows how Russian assertiveness and the EU’s passivity, but also Ukrainian leaders’ limited crisis management experience and erroneous policy decisions contributed to worse outcomes for Ukraine. The latter included poor analysis of foreign interlocutors, trust in their good intentions, and corruption. After 2015, a persistence—although with certain changes—of some of these pathologies left Ukraine in a weaker position in the face of Russia’s full-scale invasion in February 2022.
