The third episode of Donors Talk SSR features DCAF ISSAT’s Head of Advisory Field Support and Senior SSR Advisor, Dr. Anicia Lala. It is hosted by DCAF ISSAT’s Head of Outreach and Knowledge, Elsa Salame Dazin. This episode pays tribute to Anicia’s significant contributions over the past 25 years to the fields of security, justice, governance, democratisation, peacebuilding, and conflict prevention, particularly in Africa. As one of the women who has helped build the field that we work in today, she recalls her engagement as an advisor at the Mozambican Ministry of Defence, her contribution to founding the African Security Sector Network, as well as her role as a key expert in African civil-military dialogues that pre-dated the emergence of SSR. Her expertise contributed to so many organizations' achievements, including the first-ever global facilitation network on SSR (GFN-SSR), and to multilaterals such as the AU, EU, UN, OECD, ECOWAS, and SADC. Through this podcast, Dr. Lala reflects on how SSR has developed in the African continent, including the persisting opportunities to continue to build momentum for change, and create opportunities for innovative solutions.

To commemorate International Women’s Day on 8 March 2023, DCAF created a podcast that discussed the importance of gender equity in security, via a conversation with two senior operational commanders in the Honduran National Police. Both of these commanders underwent training from DCAF in 2022 on the subject and have been tasked by the Police Education Department to cascade the training within their operational units. The officers discuss why it is important for men to stand up and champion gender equity, demonstrating why International Women’s Day should be commemorated by all.

Dr. Katharine Millar is an Assistant Professor of International Relations at the London School of Economics and Political Science (LSE) and holds a doctoral degree from the University of Oxford, United Kingdom. Her research interests lie in the relationship between gender, sexuality, politics and violence. Her current research examines gender and cybersecurity; gender, race, militarism, and contemporary populism(s); and the transnational components of death associated with COVID-19. Dr. Millar is a member of the Millennium journal Board of Trustees and of the Centre for Women, Peace and Security at the LSE. She has participated in consultation processes regarding the United Nation’s Women, Peace and Security Agenda for several national governments and international organizations, including the United Kingdom, Canada and the North Atlantic Treaty Organization (NATO).

Dr. James Shires is an Assistant Professor with the Institute of Security and Global Affairs at the Leiden University, the Netherlands, and a fellow with the Cyber Statecraft Initiative at the Atlantic Council. He is also a Research Affiliate with the Centre for Technology and Global Affairs at the Department of Politics and International Relations, University of Oxford. He holds a DPhil in International Relations from the University of Oxford. His research examines cybersecurity governance, focusing on the interaction between threats to individuals, UNIDIR States and organizations, new international political dynamics, and the development of cybersecurity expertise. He has won awards from the Hague Program on Cyber Norms, the German Marshall Fund and the International Institute for Strategic Studies (IISS).

Security sector institutions are exposed to high levels of stress and trauma. The second part of this two-part episode delves deeper into the concept of trauma layering, the role that culture plays in understanding what trauma is, and what it means to take a trauma-informed approach to security sector reform and governance programming.

Dr. Tatiana Tropina is an Assistant Professor in Cybersecurity Governance with the Institute of Security and Global Affairs at Leiden University and holds a doctoral degree from the Far Eastern Federal University, Russia. Her areas of expertise include international standards to fight cybercrime, digital investigations, self- and co-regulation to address cybersecurity issues, and the multi-stakeholder approach to cybersecurity. She has been involved in both legal research and applied cybercrime and cybersecurity projects, such as cybercrime studies for the Global Symposium of Regulators (2010) and the United Nations Office on Drugs and Crime (2012–2013), research on illicit financial flows and digital technologies for the World Development Report 2016, and a project with the German Federal Criminal Police Office on improving mutual legal assistance on interception of electronic communications in the European Union (2015–2018).

With insights from a senior Honduran Police Officer and a senior Colombian Police Officer, moderated by an international expert on the topic, the officers discuss the importance of men taking responsibility to improve gender balance within large police institutions, their individual experiences and why gender equity can only be achieved if everyone steps up.
