The Once and Future National Climate Assessment: NCA519 oct. 202602:21:36

In episode 263, host Doug Parsons revisits one of the podcast's most ambitious episodes: a comprehensive guide to the Fifth National Climate Assessment (NCA5), originally released in January 2024. With the Trump administration having halted work on the next assessment, dismissed its contributors, and proposed changes to NCA5 itself, this landmark scientific resource has taken on new significance. Doug is joined by Allison Crimmins, director of NCA5; Dr. Jesse Keenan of Tulane University; and Dr. Eric Tate of Princeton University. Together, they explore the assessment's major findings, the climate risks facing communities across the United States, and the progress and persistent challenges of climate adaptation. Jesse takes listeners through the assessment's major chapters, while Allison discusses the extraordinary effort behind producing NCA5 and Eric examines what the report reveals about adaptation in practice. The original conversations remain intact, framed by new commentary from Doug on the importance of preserving publicly funded climate science, keeping it accessible through resources such as climate.us, and ensuring the next National Climate Assessment is built to withstand political disruption. He also explores how foundations and private funders could help support the independent scientific and communications infrastructure needed to make America's climate knowledge more durable.

The central question: How do we protect what we've learned about climate change—and build something even stronger for the future?

We Went to Climate Week: Three Takes on Adaptation, Resilience and New York07 oct. 202600:42:21

In episode 262 of America Adapts, host Doug Parsons heads to Climate Week NYC and compares notes with two fellow adaptation professionals who were also on the ground: Shaun Martin of World Wildlife Fund and Andreana Chou of AECOM. Instead of a traditional interview, the three take turns asking each other questions about what they saw, heard, and learned during one of the world's largest climate gatherings. They discuss whether adaptation is gaining ground at Climate Week, the growing role of the private sector and climate startups, who gets left out of expensive gatherings like this, and whether Climate Week's conversations are reaching anyone outside the climate community. They also tackle one of Doug's favorite subjects: what exactly do we mean by "resilience" when seemingly everyone is using the word differently? And because this is an informal debrief from New York, they wrap up with favorite meals, memorable moments, and what it was actually like to experience Climate Week firsthand. Three adaptation professionals, three different perspectives, and one very big week in New York.

Recovery Is Adaptation: Rebuilding After Wildfire20 sept. 202601:32:56

In this special episode of America Adapts (261), host Doug Parsons explores an often-overlooked part of climate adaptation: what happens after disaster strikes. Through the recovery from the Los Angeles wildfires, Doug talks with disaster recovery experts, a community leader who survived the fires, and researchers examining remediation, rebuilding, worker safety, and the risks faced by immigrant workers involved in cleanup. The episode also looks to Christchurch, New Zealand, where more than fifteen years of earthquake recovery offers important lessons for the adaptation sector about recovery and renewal. The central argument: recovery is adaptation. How we clean up, protect people, rebuild communities, and prepare for what comes next is every bit as much climate adaptation as preparing before disaster strikes. This episode was generously supported by the CO2 Foundation and its innovative investment in climate adaptation communications.

Memorable Quotes from This Episode

Maryam Zar
"Are we going to come together and think about a purposefully, resiliently built community that can withstand the next fire? Or are we just going to build back if we can?"

Dr. Laurie Johnson
"A disaster, in my opinion, unfolds over time, and the process of recovery is really about addressing that uncertainty and trying to bring certainty to all the various actors in the recovery process."

Dr. Michael Méndez
"These wildfires, droughts, and other hazards are gonna continue to increase with our changing environment, and we need to prepare and adapt our communities. And with that, we need to have a workforce that is trained and provided with a living wage."

Abby Ross
"There's a series of what does it mean when urban communities burn and how we go about the relief, recovery, and long-term rebuilding process that is fundamentally different from years before that we have to be able to adapt to."

Dr. Erica Seville
"We actually had the opportunity to make some big choices that helped the city in the long term to actually become a better city after the event rather than just rebuilding what was."

Recovery Is Adaptation Framework

1. Recovery begins when the hazard ends — Laurie Johnson
A disaster unfolds over time. The fire going out doesn't mean the disaster is over; it begins a long period of uncertainty, coordination, cleanup, and rebuilding.

2. Recovery must start with the community — Maryam Zar
Rebuilding isn't just replacing structures. Communities need a voice in deciding what comes back, what changes, and what resilience should look like.

3. Protect the people doing the recovery — Michael Méndez
Recovery depends on workers, and resilience cannot be built by exposing those workers—especially vulnerable immigrant and day laborers—to new risks.

4. Connect cleanup to rebuilding — Abby Ross
Remediation, financing, insurance, construction, and resilience shouldn't operate as separate systems. Cleanup itself is part of adaptation.

5. Rebuild for the next disaster, not the last one — Erica Seville
Recovery creates a rare opportunity to reconsider where and how we build. Christchurch shows that recovery can become renewal and leave a community more resilient—and even better—than before.

Extreme Heat, Beavers, and Rethinking How We Tell the Climate Story — with PBS's Miles O'Brien08 sept. 202600:40:49

In episode 260 of America Adapts, host Doug Parsons talks with veteran science journalist Miles O'Brien, host of the new PBS series Resolve to Solve with Miles O'Brien. Doug and Miles explore how Phoenix and Sydney, Australia, are confronting extreme heat, from redesigned playgrounds and urban shade to fascinating research on how heat actually affects the human body. Then it's beavers—yes, beavers—and their surprising role in helping Western landscapes hold onto water, restore ecosystems, and provide refuge from wildfire. The conversation expands into a lively discussion about climate journalism: why adaptation remains underreported, the decline of dedicated science reporting, and the challenge of reaching audiences beyond the climate world. Doug and Miles also discuss adaptation as an emerging sector and why we need to invest much more seriously in telling these stories.

Summer Grab Bag: No, Disasters Aren't "Natural" + Microinfrastructure, Heat and Adaptation Lessons from the Global South24 août 202600:28:54

In episode 259 of America Adapts, host Doug Parsons brings together two conversations for an end-of-summer adaptation grab bag. First, Doug talks with Anita Van Breda of World Wildlife Fund about why we should stop using the term "natural disaster." Anita explains the distinction between natural hazards and disasters, and how choices about development, vulnerability, and the environment shape the damage that follows. Doug then speaks with Bishal Thapa of CLASP about the overlooked role of efficient appliances and equipment in climate adaptation. They explore the idea of appliances as "microinfrastructure"—from fans and air conditioners that reduce heat risk to refrigeration, cold storage, and solar water pumps that support food security and livelihoods. They also discuss financing and what adaptation efforts in the Global South can teach the rest of the world.

Beyond Adaptation Plans: Measuring Success in the Next Era of Federal Climate Adaptation03 août 202600:42:35

In episode 258 of America Adapts, host Doug Parsons speaks with Dr. Bryan Hubbell, Senior Fellow at Resources for the Future and former EPA research leader, about how climate adaptation can move from good intentions to measurable results. Drawing on nearly three decades at the U.S. Environmental Protection Agency, Bryan reflects on EPA's often-overlooked role in advancing adaptation across public health, ecosystems, wildfire smoke, and contaminated sites. Doug and Bryan explore one of the field's biggest challenges: how to determine whether adaptation efforts are actually reducing climate risk. They discuss the need for stronger evidence, better knowledge sharing, and new ways to connect research with real-world decision making. The conversation also looks ahead to the next era of federal climate adaptation, examining how a future administration can rebuild adaptation capacity while creating stronger institutions that help communities learn, innovate, and better prepare for a changing climate.

Extreme Heat: The Deadliest Climate Hazard Is Also the Most Invisible with Dr. Ladd Keith20 juil. 202600:37:59

In episode 257 of America Adapts, host Doug Parsons speaks with Dr. Ladd Keith, associate professor of planning at the University of Arizona and one of the world's leading experts on extreme heat adaptation. As Europe endures another deadly heat wave, Doug and Ladd explore why heat remains the deadliest—and one of the most overlooked—climate hazards. They discuss Arizona's progress in reducing heat-related deaths, lessons from Europe and India, the growing challenges facing rural communities, and how cuts to federal funding threaten adaptation efforts just as they are beginning to scale. The conversation also examines why communities must stop planning for today's climate and prepare for a hotter future, how urban planning can address multiple climate risks at once, and why building public awareness is essential if climate adaptation is going to keep pace with a rapidly changing world.

The Greatest Story Never Told: Making Climate Adaptation Visible06 juil. 202601:35:09

In this special episode of America Adapts (256), host Doug Parsons brings together leading voices from journalism, filmmaking, philanthropy, research, and climate practice to explore one of the biggest challenges facing climate adaptation: how do we communicate it? These conversations, sparked by a communications panel at the National Adaptation Forum, examine why adaptation remains "the greatest story never told," how to connect with audiences beyond the adaptation community, and what it will take to build a stronger culture of climate resilience. Along the way, an unexpected communications framework begins to emerge, with each guest offering a distinct principle for making adaptation more visible, relatable, and actionable. The conversations also point to an often-overlooked challenge: communications must be funded, prioritized, and approached with the same creativity and innovation we bring to adaptation itself. This episode was generously supported by the CO2 Foundation, whose commitment to advancing climate adaptation communications helped make these conversations possible.

Memorable Quotes from This Episode

Doug Parsons, America Adapts
"Does adaptation have an awareness problem, a language problem, or an identity problem?

Karen Wolfgang, CO2 Foundation
"We need to tell a similar story—that there's something worth adapting for."

Shaun Martin, World Wildlife Fund
"People hear what they want to hear—not necessarily what I want them to hear, which is the adaptation story."

Olga Loginova, Filmmaker & Journalist
"I love people. And I'm fascinated with the stories that people tell."

Pearl Marvell, Yale Climate Connections
"One of the best things you can do when it comes to climate change and climate action is just to start a conversation about it."

Dr. Deb Morrison, University of Washington
"Just speaking to people about your message is, in fact, not communication."

Beth Gibbons, Washtenaw County Resiliency Office
"You're not leading with adaptation. You're leading with what people locally care about, but you're bringing the adaptation story into that topic."

Panel Communication Framework

1. Communications is Critical Infrastructure (Doug Parsons)
Adaptation only scales if successful ideas are communicated, shared, and put into action.
2. Actionable Knowledge Transfer (Karen Wolfgang)
Share what works—and what doesn't—so communities can learn faster and adaptation can spread.
3. Keep Adaptation Visible (Shaun Martin)
Don't let adaptation disappear inside conservation, disasters, AI, or other compelling narratives.
4. Tell Human Stories (Olga Loginova)
People connect with people, trust, identity, and lived experience—not reports.5. Know Your Audience (Pearl Marvel)
Different audiences require different messages, framing, platforms, and storytellers.
6. Co-Produce Communication (Dr. Deb L. Morrison)
Build understanding with communities, not just messages for communities.
7. Treat Communications Strategically (Beth Gibbons)
Meet people where they are, work with trusted partners, and make communications part of every adaptation effort—not an afterthought.

How Football (soccer!) Plans to Adapt to a Hotter World22 juin 202600:39:32

In episode 255 of America Adapts, host Doug Parsons speaks with Elliot Arthur-Worsop, founder and director of Football for Future, about how the world's most popular sport can become a powerful platform for climate adaptation and communication. Elliot shares how his organization is engaging clubs, players, governing bodies, and fans while expanding the football climate conversation beyond sustainability and emissions. Doug and Elliot discuss Football for Future's Pitches in Peril report, which examines climate risks facing 2026 FIFA World Cup host cities and stadiums across the United States, Canada, and Mexico, including extreme heat, flooding, risks to players and fans, adaptation funding, and how major sporting events can leave behind a resilience legacy. They also explore whether global sporting events can help unlock new sources of funding for resilience. Elliot argues that "politics follows culture," leading to a broader conversation about adaptation's communications challenge and what the resilience community can learn from football about storytelling, influence, marketing, and reaching audiences far beyond the traditional climate space.

The FOMO Problem: Why Climate Adaptation Still Isn't Scaling with Shalini Vajjhala19 mai 202600:51:34

In episode 253 of America Adapts, host Doug Parsons speaks with Dr. Shalini Vajjhala , Executive Director of The Pre-Collective, about why climate adaptation still struggles to scale and whether the real challenge is less about engineering and more about coordination, trust, and financing. Drawing from two recent essays, Shalini discusses her argument that the U.S. is experiencing a "civic disaster," where weakened institutions and declining public trust are undermining our ability to respond to growing climate risks. Doug and Shalini explore why adaptation projects often remain stuck in pilot mode, the role of "predevelopment" in resilience finance, why avoided losses are so difficult to fund, and what separates communities that actually build projects from those trapped in endless planning cycles. They also examine the growing political dimensions of adaptation, the role of philanthropy and public institutions, why adaptation still lacks broader "FOMO," and how communication failures may be slowing progress across the field.

Climate Adaptation Is Having a Moment—But Are We Ready?20 avr. 202600:51:57

In episode 251 of America Adapts, host Doug Parsons speaks with Jamil Wyne, founder of Hazelwood Network, to explore whether climate adaptation is finally moving into the mainstream—or if we're seeing familiar signals that never quite add up. From growing attention in finance, consulting, and platforms like LinkedIn to real-world action in places like Singapore and across emerging markets, adaptation is gaining traction. But that momentum remains fragmented—spread across investors, governments, and innovators without clear coordination. At the same time, a major bottleneck persists: we still don't know how to clearly communicate adaptation, often relying on abstract climate metrics that fail to resonate. Drawing on his work across Latin America, Sub-Saharan Africa, and the Middle East, Wyne highlights how adaptation is already happening on the ground—often ahead of the U.S.—while the private sector cautiously begins to engage. The conversation also touches on the role of AI as both a tool and a source of new complexity. Ultimately, this episode asks a central question: if adaptation is having a moment, are we actually ready to capitalize on it?

Can Climate Adaptation Prevent Environmental Extremism—or Just Delay It?06 avr. 202600:44:35

In episode 250 of America Adapts, host Doug Parsons speaks with Dr. Thomas Zeitzoff, professor at American University and author of No Option But Sabotage: The Radical Environmental Movement and the Climate Crisis, to explore a question at the edge of today's climate conversation: what drives movements to escalate?  Drawing on his research on political violence and environmental activism, Zeitzoff traces the evolution of the radical environmental movement—from sabotage in the 1990s and early 2000s to today's climate justice movement focused on mass protest and disruption. The conversation explores how tactics shift, what motivates activists, and why—despite intensifying climate impacts—we haven't seen a widespread return to more extreme actions. At the same time, a bigger question emerges: what actually works? As climate impacts become more visible, activism is evolving—but not all attention leads to progress. That's where climate adaptation enters the conversation. At the center of the discussion is a question that reframes the debate: If adaptation and climate response were working, would people feel pushed toward more extreme tactics? This episode doesn't advocate for extremism—but it does examine the conditions that can give rise to it, and how climate adaptation—if done well and communicated effectively—may help prevent it.

Key Themes Covered in This Episode

  • The evolution of environmental activism—from sabotage to modern climate justice movements
  • What drives movements toward more extreme tactics—and why that has shifted over time
  • The limits of disruption and whether attention leads to real-world outcomes
  • The disconnect between growing climate impacts and public/political response
  • Climate adaptation as a tangible pathway to reduce risk and build trust
  • The role of communication in making adaptation visible and building broader support

For Educators & Students

  • How social movements evolve under pressure and changing conditions
  • The intersection of political violence theory and environmental activism
  • How tactics shift based on perceived effectiveness and opportunity
  • The role of communication and public perception in shaping climate action

Who Should Listen to This Episode

  • Climate adaptation and resilience professionals
  • Policymakers, planners, and climate communicators
  • Researchers and students studying climate and social movements
  • NGOs, funders, and private sector leaders focused on climate risk and engagement

In episode 249 of America Adapts, host Doug Parsons takes a deep dive into the growing climate-driven insurance crisis reshaping housing and communities across the United States. Doug first speaks with Rob Moore and Alfonso Pating of the Natural Resources Defense Council about their new reports on the nation's emerging insurability crisis—why premiums are rising, insurers are retreating from high-risk areas, and what state policies can do to reduce risk and keep homes insurable. Then filmmaker George Siegal joins the show to discuss his documentary Built to Last: Buyer Beware, which reveals how many American homes are simply not built to withstand the disasters they face. Together, these conversations connect the dots between climate risk, insurance markets, and the way we build our communities—showing how insurance is becoming one of the clearest warning signals of climate change in action.

The Endangerment Finding Explained — and What It Means for Climate Adaptation02 mars 202600:27:24

In episode 248 of America Adapts, host Doug Parsons is joined by Professor Mark Nevitt of Emory University School of Law to unpack the repeal of the Clean Air Act's Endangerment Finding and what it means for climate governance in the United States. Long considered the legal backbone of federal climate regulation, its rescission raises fundamental questions about agency authority, the role of the courts, and the durability of federal climate policy. Mark explains the legal theory behind the repeal, how it intersects with Supreme Court precedent, and what likely comes next in federal court. The conversation also explores the practical implications of regulatory instability — from increased climate litigation to the shifting balance between federal, state, and local responsibility. For listeners working in adaptation, public policy, infrastructure, law, or risk management, this episode offers a clear look at how legal shifts at the federal level can reshape the broader climate landscape — and why adaptation efforts must continue regardless of political volatility.

Advancing Adaptation with the McKinsey Global Institute17 févr. 202600:49:21

In episode 247 of America Adapts, host Doug Parsons hosts Dr. Mekala Krishnan, partner at the McKinsey Global Institute, for an inside look at how one of the world's most influential private research institutions is approaching climate adaptation. Drawing from MGI's recent report, Advancing Adaptation, the conversation explores what it would actually cost to protect people and economies from escalating heat, flooding, drought, and wildfire — and why investment still falls short even when the economic case is strong.. The discussion also examines how ideas developed within a private firm travel into real-world decision-making, and why governance, leadership, and awareness remain critical to ensuring that new data and tools translate into action. For listeners working at the intersection of climate risk, finance, infrastructure, and policy, this episode offers a clear view into how the private sector is framing adaptation — and what that framing could mean for the future of the field.

Transcript of episode available here.

Key Themes Covered in This Episode

  • Why the McKinsey Global Institute is focusing on adaptation now
  • What it costs to respond to rising physical climate risk
  • The resiliency gap and why investment remains insufficient
  • How climate risk is entering mainstream economic thinking
  • What large-scale adaptation models include — and exclude
  • Governance, leadership, and awareness as scaling constraints
  • The need for shared language between public and private actors

Public Participation and Climate Adaptation in China02 févr. 202600:27:41

In episode 246 of America Adapts, host Doug Parsons hosts Dr. Shiran Victoria Shen, assistant professor at Washington University in St. Louis, for a closer look at how climate adaptation actually emerges in China. Drawing on her research after the devastating 2021 Henan flood, Shen shows how public demand for adaptation surged—not through climate change language, but through calls for safety, infrastructure, and risk reduction, often using formal government channels. The conversation highlights adaptation as a lived governance issue rather than an ideological one, and surfaces practical lessons about public participation, the limits of top-down approaches, and what governments everywhere tend to respond to when climate risk becomes impossible to ignore.

Transcript of interview here.

Key Themes Covered in This Episode

  • How public demand for climate adaptation emerges after extreme disasters
  • Why people often ask for adaptation without using "climate change" language
  • The 2021 Henan flood as a national turning point for adaptation awareness in China
  • Public participation and formal governance channels, including the Local Leaders' Message Board
  • Differences between adaptation and mitigation from a governance perspective
  • The limits of top-down adaptation and where citizen influence realistically ends
  • What adaptation in China reveals about public engagement globally
  • Lessons for policymakers, planners, and communicators working outside the U.S.

The Heat Will Still Kill You First with Jeff Goodell20 janv. 202600:38:14

In episode 245 of America Adapts, host Doug Parsons is joined by legendary climate journalist Jeff Goodell, author of The Heat Will Kill You First: Life and Death on a Scorched Planet for a conversation about what's happened since the book came out — and what hasn't. Extreme heat is no longer a future risk or a background climate issue; it's a present-day killer that exposes deep failures in public health, labor protections, urban design, and climate communication. We also talk about how recent political shifts have pushed the U.S. further backward on heat response, weakening protections and leaving communities more exposed just as the risks accelerate. This isn't a book recap — it's a reckoning with the legacy of the warning, and why heat will still kill first if we keep refusing to take it seriously.

Arizona's Climate Change Adaptation Playbook: Heat, Water, Wildfire29 déc. 202501:37:44

In episode 244 of America Adapts, we adapt in the southwest! Welcome to the desert proving ground for climate adaptation. In my home state of Arizona—Phoenix, Tucson, and Flagstaff—we get right down on the ground to see how communities are beating extreme heat, planning responsibly for water in a changing climate, and living with wildfire risk without losing what makes these places home. You'll hear street-level fixes that change daily life—and travel anywhere—plus a clear playbook cities can steal now: run the hottest months smarter, put shade where people actually stand and walk, and build the partnerships that keep projects alive. We also spotlight the next wave of adaptation pros coming out of Arizona's universities and city halls—real careers, real impact. If it works in the desert, parts of it can work where you live. Made possible by generous support from the CO2 Foundation.

North: The Future of Post-Climate America15 déc. 202500:53:40

In episode 243 of America Adapts, host Doug Parsons welcomes back recurring guest and leading adaptation scholar Dr. Jesse M. Keenan to discuss his new book, North: The Future of Post-Climate America (Oxford Univesity Press). Keenan examines how the United States is already changing through mobility, shifting markets, governance pressures, and evolving cultural identities. Doug and Jesse unpack why adaptation is not just a set of technical responses to climate impacts but a broader transformation in how communities understand stability, opportunity, and belonging. They explore the limits of local governments, the growing influence of market-led adaptation, and the emotional and political tensions surrounding places like Florida. The discussion also touches on Keenan's fictional leap into 2079, using storytelling to highlight where current trends may lead. A central theme emerges: adaptation is an emerging sector still defining its identity, and this book offers a way to think more clearly about that evolution.  If your work intersects with climate, planning, housing, finance, or governance, this episode offers a fresh lens on what climate adaptation means for America's future.

The Federal Climate Retreat and the Rise of a New Adaptation Ecosystem17 nov. 202501:14:56

In episode 241 of America Adapts, host Doug Parsons explores what happens when federal climate services retreat—and a new adaptation ecosystem rises to fill the gaps. As agencies like NOAA, FEMA, and EPA scale back their climate work, adaptation professionals are turning to emerging climate-service innovators for the tools, data, and guidance they need. We kick off with Dr. Jesse Keenan framing the big-picture implications of this federal pullback, then hear from leaders at Climate.us, EcoAdapt, the Georgetown Climate Center and Probable Futures, who are stepping forward with practical solutions. This episode highlights the essential adaptation tools available right now, the people building them, and why decentralized innovation may be one of the most hopeful developments in the field today.

Unmanaged Retreat: Inside America's First Federal Climate Relocation Attempt04 nov. 202500:35:27

In episode 240 of America Adapts, host Doug Parsons talks with reporter Terry Jones about the tangled story behind America's first federally funded climate relocation on Louisiana's Isle de Jean Charles. Once hailed as a model for how the nation could move entire communities out of harm's way, the project became mired in politics, confusion, and broken promises. Terry shares what he uncovered on the ground — from residents who never wanted to leave, to state officials unprepared for the task, to the bigger question of whether the U.S. is truly ready for managed retreat. This episode clears up the confusion, revealing what really happened, why it matters, and what the rest of the country can learn before the next community faces these climate impacts.

Understanding the IPCC with Dr. Katharine Mach—Where the Media Succeeds and Fails - Re-release20 oct. 202500:56:05

In episode 239 of America Adapts, Doug Parsons revisits his conversation with Dr. Katharine Mach, Professor at the University of Miami's Rosenstiel School of Marine and Atmospheric Science and a lead author for the IPCC Sixth Assessment Report. Katharine explains the process of drafting that report and how the media both succeeds and fails at communicating its urgency. Doug and Katharine also discussed the need to rethink the role and purpose of the IPCC as it prepares for its next major assessment—especially now, as the Trump administration dismantles the National Climate Assessment and scales back federal climate programs, making the IPCC's global work more important than ever. That makes the IPCC's independent, global work even more vital—providing the scientific foundation the world, and especially the U.S., still needs to understand and respond to climate risk.

Transcript available here.

Topics covered:

  • IPCC is a grand partnership between the governments of the world.
  • How did the media do in reporting on the IPCC report?
  • The IPCC has zero regulatory authority over sovereign nations.
  • What does it mean to be a lead author for the IPCC.
  • Many developing countries don't have the climate data and experts that developed countries have.
  • How can the IPCC be relevant to adaptation planners in the U.S.
  • Who is the audience for the IPCC report and how do you communicate to different audiences.
  • How can American policymakers make use of the IPCC report.
  • Adaptation education at the University of Miami

Key Quotes:

"Adaptation isn't a checklist—it's a continuous conversation about what kind of future we want."

"Climate risk is always filtered through inequality."

"Transformative adaptation is about changing the rules of the game, not just moving the pieces."

"Science must learn to listen before it speaks."

Special Episode — Climate Change and Human Mobility (Rebroadcast of a CCST Panel Conversation)06 oct. 202501:02:04

In episode 238  of America Adapts, Doug Parsons takes you inside a CCST webinar that he moderated —part of the California Council on Science and Technology's Climate Change & Human Mobility series, organized with the UC Disaster Resilience Network and UC Berkeley. You'll hear from three experts: Dr. Hélène Benveniste (Assistant Professor, Environmental Social Sciences, Doerr School of Sustainability, Stanford University), Dr. Joshua Busby (Professor of Public Affairs, LBJ School, University of Texas at Austin), and Dr. Barbara F. Walter (Rohr Professor of International Affairs, School of Global Policy & Strategy, UC San Diego). Together, they explore the politics of place attachment, the limits of "climate haven" narratives, and the policies that can turn hard choices into durable, just resilience. We also dig into how climate stress can heighten the risk of civil conflict under certain economic and governance conditions, and why national adaptation plans need to account for mobility—designing for relocation, receiving communities, and security implications alongside equity and long-term planning.

20 Years After Hurricane Katrina: The Fixes, the Failures and What's at Risk Again with Dr. Andrew Rumbach22 sept. 202500:34:37

In episode 237 of America Adapts, host Doug Parsons talks with Dr. Andrew Rumbach of the Urban Institute, who went to New Orleans after Hurricane Katrina to work on recovery and has spent his career studying disasters and resilience. They discuss Katrina's enduring legacy—what's been fixed, what remains broken, and what's now under assault. Andrew shares insights on how FEMA has evolved since 2005, where bipartisan reforms have emerged even in a hostile political climate, and whether the country is truly ready for the next major storm. He also highlights five powerful documentaries that capture Katrina's human and political dimensions, offering listeners new ways to understand both the storm and its aftermath. This conversation looks back at Katrina not only as a past tragedy but as a warning for our uncertain future. Twenty years after Hurricane Katrina, its lessons still shape how America thinks about disasters.

Generating the Science Behind Climate Adaptation with the Schoodic Institute08 sept. 202501:39:03

In episode 236 of America Adapts, we're heading to coastal Maine — a place where science, community, and nature all come together to tackle climate change. Adaptation doesn't just happen on its own. It takes data, observation, and sometimes years of research to generate the science that guides decisions. That science is often messy, imperfect, but it's the foundation for every smart adaptation.  Effective adaptation requires partnerships. As you will hear, in Maine, you'll find scientists, historians, local communities, and institutions like the Schoodic Institute working side by side. And it's not just about Acadia National Park — the lessons and approaches being tested here have implications far beyond Maine's rocky shores. In this podcast, you'll hear how these partners are mapping mudflats, tracking rockweed, digging into history, and asking hard questions about how to connect science with the urgent work of building resilience. This is the story of the science behind adaptation — and the unique role Maine plays in showing what's possible.

In episode 235 of America Adapts, host Doug Parsons speaks with Erin Sikorsky, Director of the Center for Climate and Security and author of the new book Climate Change on the Battlefield. Erin explains how climate change is already impacting global security—degrading military readiness, increasing conflict risks, and forcing new missions on defense forces worldwide. We explore how national adaptation plans can serve as strategic tools, the dangers of political backsliding in the U.S., and how China's assertive adaptation strategy may reshape global power dynamics. Erin also highlights countries that are getting it right—successfully integrating climate risk into military and national planning. This is a must-listen for anyone working at the intersection of climate, defense, policy, or global stability.

Inside the MR2025 Conference: Planning for Adaptation, Mobility and Relocation in a Warming World21 juil. 202501:26:07

In episode 233 of America Adapts, host Doug Parsons takes you inside the 2025 MR Conference at Columbia University, a gathering focused on the complex realities of climate-driven movement—whether we call it managed retreat, relocation, or mobility. What does it mean to leave behind homes, neighborhoods, or entire communities in response to climate risks—and how do we do it in ways that prioritize justice and long-term resilience? The episode explores the politics of place attachment, the financial systems that shape who can move and who can't, and how storytelling helps bring these abstract issues down to the human level. You'll hear from a diverse group of voices across disciplines, and from former Costa Rican President Carlos Alvarado, who calls for moral leadership and shared responsibility in a world facing climate-driven displacement. Whether you're an adaptation professional or simply trying to understand what's coming, this episode delivers timely insights from the frontlines of climate planning.

Inside the Biden White House: Climate Adaptation Wins, Misses—and the Road Ahead30 juin 202501:01:06

In episode 232 of America Adapts, host Doug Parsons has a candid conversation with Laurie Schoeman, former senior advisor on climate resilience in the Biden White House. Laurie offers a rare, unfiltered look inside the administration's climate resilience efforts.  Laurie helped coordinate adaptation strategy across agencies. While she didn't lead the National Climate Resilience Framework, she had a front-row seat to its evolution—and its compromises. She speaks openly about what worked, what fell apart, and what was left on the cutting room floor. From the outsized influence of youth climate politics to the glaring absence of adaptation finance—and especially the neglect of communications—Laurie brings an insider's experience in the development of federal climate policy. Doug and Laurie critique the performative nature of federal resilience efforts, the muddled conflation of climate justice and adaptation, and the critical failure to include communications in the resilience framework. Her message is clear: if we're serious about climate risk, we need to rethink not just how we fund adaptation—but how we talk about it.  Laurie also reflects on her role in a groundbreaking blue ribbon commission on wildfire resilience in Los Angeles, which recently released bold recommendations positioning the city as a national leader in adaptation.

Topics Discussed:

  • How adaptation finance was neglected, with no real champions for the complex work of funding climate resilience.
  • Why the administration's climate justice efforts were often more performative than impactful, despite unprecedented federal funding.
  • The conflation of adaptation, equity, and justice, which Doug and Laurie argue muddied priorities and weakened results.
  • The quiet removal of communications from the National Framework—a missed opportunity with lasting consequences.
  • A call for foundations to pivot toward adaptation communications, not just emissions reductions.
  • A critical look at staffing and leadership gaps in the federal government's approach to climate risk.
  • Her current role addressing wildfire resilience in Los Angeles, where she continues to push for real-world adaptation solutions.

Fixing FEMA, Fixing HUD: A Former Insider on Disaster Recovery and Climate Adaptation15 juin 202500:41:36

In episode 231 of America Adapts, host Doug Parsons speaks with Robin Keegan, a nationally recognized leader in disaster recovery, resilience, and climate adaptation. With senior roles at FEMA and HUD during the Biden-Harris Administration—and a pivotal role in Louisiana's post-Katrina recovery—Robin brings unmatched insight into how federal recovery systems work, and more importantly, how they fail. As the current administration actively undermines the government's ability to prepare for and respond to climate disasters, Robin offers a frank assessment of what's at stake and what a truly equitable, climate-ready recovery system should look like. She also shares lessons from her time on the frontlines and how she's now helping communities adapt before the next crisis hits. It's a great episode focusing on community adaptation!

Dismantling F.E.M.A. : The Unmaking of Federal Climate Resilience from the Inside Out with Victoria Salinas05 mai 202500:50:05

In episode 228 of America Adapts, host Doug Parsons speaks with Victoria Salinas, Senior Fellow at the Climate Resilience Institute at the University of Miami and former Deputy Administrator for Resilience at the Federal Emergency Management Agency (FEMA) under the Biden administration. Victoria shares her journey into federal service, including her decision to join FEMA at a critical juncture for the agency. She reflects on FEMA's traditionally reactive role and her efforts to reshape it into a more proactive force for community resilience—breaking down silos, emphasizing equity, and building a culture focused on climate risk reduction. The conversation explores key programs from her portfolio, including the Building Resilient Infrastructure and Communities (BRIC) grant program, with a focus on supporting underserved communities and using data to target resources where they are needed most. She addresses the current political climate and discusses the dismantling of climate adaptation programs at FEMA.  Despite her concern over recent setbacks, she offers a hopeful message for public servants, emphasizing the enduring value of service, equity, and innovation in climate resilience. This episode is a timely and candid reflection on what's at stake for climate adaptation in the United States—and what it will take to keep resilience on the national agenda.

Victoria Salinas Quotes:

"My kind of reflection on this has been that, firstly, I had believed, and I think we're finding out wrongly, that disaster management and helping people basically reducing human suffering caused by disasters, I thought that was apolitical, right? Like that it would transcend political spectrums. And because they're dismantling so many of the programs that are aimed at reducing disaster risk, unfortunately, as you've seen, FEMA has become hyper-politicized."

"We're not just funding infrastructure — we're funding trust. When we partner with communities early, we build the kind of trust that saves lives when a crisis hits."

"You can have the best resilience policy on paper, but if it doesn't survive a change in administration, it's not really resilient."

The Wild, Wild West of Climate Modeling…Just Got Wilder12 avr. 202501:10:52

In episode 227 of America Adapts, we are re-releasing one of the more popular episodes of the podcast — my interview with Madison Condon, a law professor at Boston University. In our original conversation, we explored the critical role climate modeling plays in climate adaptation, including: what climate models can — and can't — do; the concept of the "climate industrial complex"; legal liability for inaccurate climate projections and the role of climate analytics firms like First Street Foundation.  When this episode first aired, there was still a general assumption that the federal government would continue to support the vast public infrastructure behind climate data and modeling. That assumption no longer holds. Federal agencies are now actively dismantling the systems that deliver open, accessible climate data — a dangerous retreat from a public good relied on by scientists, communities, and the private sector alike.

Following the original interview, we've added a brand-new interview with Madison to reflect on what's changed, what we're at risk of losing with the federal pullback, and why this shift toward privatized climate data should concern all of us. If you've already heard the original episode and want to jump straight to the new conversation, it begins around the 58 minute mark.

Topics covered in original interview:

  • The Federal Reserve "is a climate laggard."
  • What are climate models and what can and can't they do?
  • What is the "climate industrial complex"?
  • How right, is "right" enough when it comes to climate models?
  • Could climate analytic/modeling companies be held liable for bad projections?
  • The role of climate analytic groups like First Street Foundation.
  • Do we need a "National Climate Service" to provide basic climate data?
  • Do adaptation planners understand the role of climate models in their work?

Transcript of original interview with Madison available here.

Transcript of second, recent interview with Madison available here.

Foundations and Transformational Climate Adaptation: A Roadmap for Funders31 mars 202500:58:58

In episode 226 of America Adapts, Dr. Susanne Moser, a world leading expert in climate adaptation returns to discuss a new report she's co-authored, The Tasks of Now: Toward a New Era in Climate Resilience Building. We explore how adaptation strategies have evolved—and why we need to shift from incremental approaches to truly transformational action.  Susi makes a compelling case for "multisolving"—tackling climate, social, and economic challenges together—and outlines the urgent need for better coordination, deeper investment, and a more justice-oriented approach to resilience. We talk about the funding gaps holding this work back, the untapped role of the private sector, and why foundations have a unique opportunity to lead especially considering the massive pull back on climate action from the federal government. We also dig into something that is often overlooked: communication. Susi and I talk about why effective outreach and engagement are not just extras—they're core to successful adaptation, and they need to be funded accordingly.  If you're working in or funding climate adaptation, this is a conversation you don't want to miss.

Climate Change, Real Estate, and Adaptation: Why Flood Disclosure Matters with NRDC17 mars 202501:19:58

In episode 225 of America Adapts, we explore flood risk disclosure—a simple yet powerful climate adaptation tool that helps homebuyers avoid financial disaster while building more resilient communities. As climate change worsens flooding and federal support for resilience efforts declines, some states are stepping up with smart policies to protect homeowners before disaster strikes. I'm joined by Joel Scata from the Natural Resources Defense Council (NRDC) to discuss the push for stronger flood disclosure laws, plus a homeowner who learned the hard way what happens when flood risks aren't disclosed. We'll also highlight state success stories and how these policies can be a key part of climate adaptation.

Climate Migrants Are Real—Now What?24 févr. 202500:31:02

In episode 224 of America Adapts we're diving into climate change and human mobility—how rising seas, extreme weather, and disasters are forcing communities to relocate and what that means for policy and planning. Joining the podcast is Dr. Eric Chu, who's helping lead a new webinar series (where America Adapts was the moderator) on this topic with CCST (California Council on Science and Technology), the UC Disaster Resilience Network, and the UC Berkeley Center for Security in Politics. We'll talk about how cities can prepare for climate-driven displacement, how researchers can better engage with policymakers, and what lessons we can take from California's leadership in adaptation.  Eric's been involved in some major climate convenings, including discussions on wildfire smoke and policy action at the university level. There's a lot to unpack!

From Risk to Resilience: Wildfires and the Insurance Industry's Climate Reckoning27 janv. 202500:34:18

In episode 222 of America Adapts, I sit down with Dr. Carolyn Kousky, a leading expert in climate risk and insurance, to explore the transformative potential of 'Insurance for Good.' We discuss how climate change is not only intensifying risks like wildfires in California but also driving radical changes to insurance markets worldwide. Carolyn shares insights on how the industry can respond to these challenges by closing protection gaps, incentivizing resilience, and creating innovative solutions to build more climate-resilient communities. It's a timely and critical conversation at the intersection of insurance, wildfires, and the future of climate adaptation.

The Adaptation Playbook: Innovative Strategies for Climate Resilience with Tailwind20 déc. 202400:37:17

In episode 220 of America Adapts, we're diving into a new project from Tailwind: The Adaptation & Resilience Innovation Playbook. In this episode, I chatted with Katie MacDonald, co-founder of Tailwind, a pioneering firm dedicated to driving innovation in climate adaptation. Katie and her team at Tailwind are at the forefront of helping companies tackle some of the most pressing climate hazards—think wildfires, heat waves, and more. And now, they've taken it a step further with their latest project: a comprehensive playbook that maps out the booming adaptation market, which is projected to hit $2 trillion by 2030. We unpack the playbook's core insights, from the critical role of governments driving over half of global demand for adaptation solutions to the untapped potential of corporations as the "sleeping giants" of resilience. We'll explore how startups are rising to the challenge, despite funding gaps, and why engaging communities and addressing health and social system blind spots are essential for success. Katie also shares actionable recommendations for policymakers, entrepreneurs, and everyday citizens on how to seize opportunities in this emerging market.

Climate Fiscal Risks: The U.S. Government Accountability Office's Recommendations to Congress10 déc. 202401:34:22

In episode 219 of America Adapts, we dive into the intersection of climate resilience, fiscal accountability, and federal oversight with two distinguished guests: Dr. Jesse Keenan, a leading expert in adaptation and urban planning at Tulane University, and Alfredo Gomez, Director of the Natural Resources and Environment Program at the Government Accountability Office (GAO). Together, we unpack a pivotal GAO report on federal climate adaptation efforts, exploring its critical findings on the government's capacity to manage climate-related financial risks. First off, Alfredo Gomez outlines the GAO's four key recommendations for Congress, including the creation of a National Climate Information System and an organizational framework to enhance resilience. Then Dr. Keenan joins the pod for a deeper dive into the report, highlighting the challenges of integrating economic and scientific data into policy. Join us for a dynamic discussion that underscores the urgent need for cohesive, bipartisan climate policies to navigate an uncertain future.

Climatopias 101: The Who, What, Where of Utopic Climate Adaptation Planning25 nov. 202400:45:55

In episode 218 of America Adapts, I'm joined by Dr. Alizé Carrere, a recent doctoral graduate from the University of Miami, whose groundbreaking research explores the concept of "climatopias"—an innovative blend of climate and utopia. Now based in Nairobi, Kenya, Alizé shares her fascinating insights into how architecture and urban design can tackle climate challenges. From defining climatopias to categorizing their types—projects that fortify, float, forest, reduce, reuse, and retreat—Alizé unpacks the transformative potential of these aspirational designs. She also introduces a thoughtful framework for evaluating climatopias, ensuring they balance effectiveness, justice, and feasibility, while offering real-world examples like the Florida Keys Community Land Trust. Learn how you can turn your adaptation plan into a climatopia. Together, we delve into the possibilities and challenges of creating truly resilient, equitable communities amidst a changing climate.
