Perhaps. Were you trained badly? I have been. Although CQB is subjective, we can learn from the mistakes and blood of others. We don't have to get blood on our own hands due to poor (or lack of) tactics. Unfortunately, most established units that have a way of doing things will not change until they see the failure themselves. I'm passionate about CQB. I've done an episode on complacency because I've seen it, and it's overwhelmingly visible in some CQB situations. Let's get thinking about our tactics. Are the tactics we're using just good in training, or will they work on the two-way range? Are we training in a way that encourages target identification and reactions? Are we building training scars? The answer is yes, we are developing training scars. All training will come with some level of scarring, and we have to constantly adjust. Become conscious of what you're doing, and be humble enough to learn from someone doing it better and personally evolve. The 1960s are gone where cops just run around with a 4-cell mag lite flashlight and thump folks. We're a quarter way through the 21st century, so let's learn to communicate with our lovely communities. That may mean knowing what people are talking about when they say the following phrases: That hoe slaps! That junt fye! 12 got my stolo! Bows on deck for the low! Got the drop on the opps! Lets slide If you are in law enforcement and can't speak street slang, expect to be a step behind. Imagine dumping a phone as a detective into Cellebrite or looking through one as a patrol officer on the street and reading some of these, and not knowing that message five is about killing rival gang members, or message four is about selling pounds of drugs. Although slang varies from place to place, I've worked wiretaps involving criminals from all over the country and there is significant overlap. Over the last few years, I've seen some LEOs rise, I've seen LEOs fall. Same with attorneys on both sides, jailors, etc. Heck, my original Chief of Police got federally indicted while I was working there and served years in prison. Some of these opinions are likely to keep you out of hot water. Some I hope to guide your career into the loving hands of safety, longevity and prosper. Some may keep a co-worker alive. LEO is always hoping a chief listens, and an episode changes the face of an agency for the better - making it better at serving the public, its employees, and instilling public trust. An episode on Consensual Encounters released last month, and it's a gamechanger. Knock and Talks are simply an extension of this - it is a consensual encounter, but at someone's home. Why would you ever do this? Go to someone's house without any probably cause, knock on their door, and talk to them? You may realize there's something off with this individual immediately, or it may be later in the interaction that they mention the aliens listening in on their phone or the FBI hiding in their attic and stealing their flour. I don't say those things to make fun of these folks - I say it because it's real, and how you choose to steer the conversation when you realize there is a chemical imbalance causing delusion or other issues will effect the outcome of the stop. In this episode I will discuss some common mental health conditions that you can fully expect to encounter regularly. People with severe mental health issues often become homeless and involved in hard drug use, exacerbating their underlying conditions. Let's learn today how to identify these conditions the best we can during our brief interaction, and how to manage the individual safely and professionally. There's nothing good about thinking someone is drunk and tasing them, then finding out later that they are severely mentally impaired. Use this episode to help develop your understanding, so that even though you were dispatched to a drunk and disorderly party, you have the knowledge and thought process to put on your mental health professional hat and transition into fixing the problem. Over the past couple decades, I've seen a shift from more "old school" police tactics to a desire by upper management to utilize intelligence led AKA intelligence driven policework. What this means from 1,000 feet up is often similar - using various types of intel to do the job better. The way it is applied on the ground varies greatly. How is intel being collected? Once collected, how is it being used? IS it being used? Is it becoming stale through lack of use, then used later when no longer accurate? Who is the intel available to, and do those officers and investigators know how to access it? I spent several years as a Human Intelligence Collection (HUMINT) Team Leader in the military. Many of the same principles apply, with similar but different goals. Take from my lessons learned on how to improve the intel collection and dissemination in your agency. Transition from sub-par collection and disconnection to creating action (search warrants, arrest warrants, other valuable investigative steps). Once the vision changes from upper management and middle management and officers buy-in, the whole culture of the agency is likely to evolve. As employees and police officers, you can expect to be formally evaluated on your performance. Your boss may be asked to put a number 1-5 on how you have performed in different areas from job knowledge to communication skills and everything in between. As the supervisor, it can be difficult. Most people are uncomfortable receiving criticism. In this episode, I will discuss what I've learned about how to deliver an evaluation successfully. When I evaluate an employee, I don't want them to feel lectured and judged. I want the employee to engage in a dialogue with me. I want to provide both good and bad feedback in a free flow over the time we work together rather than in a lump sum at the end of the year. If you are a supervisor and want to improve the performance of your employees, this episode will provide ways that have worked for me to accomplish this without damaging my professional and personal relationships with those I work with every day. Troops on the streets of DC, troops on the way to Chicago / Portland and then diverted, troops on the streets of Memphis. Several interviews this month with a career attorney and soldier lead me further to believe that the potential for this to be a step in the right direction is here! He discusses the importance of staying positive in the face of what we don’t Control and figuring out how to help that thing help our community. I hope that anyone on patrol or new to a proactive criminal enforcement unit checks out the consensual encounter and report writing pieces. Understanding the fourth amendment, what the exceptions are and how to apply them will multiply your effectiveness. Once your unit sees you doing this effectively then they are likely to copy what you’re doing and next thing you know the unit got better! Writing a clear, concise police report absent of technical police jargon that matches the body worn camera, and any other video surveillance and witness statements will save your case and more importantly - your career! Anyone in any level of police supervision has dealt regularly with problematic employees. That’s why managers and supervisors exist. If everyone just did the right thing all the time and knew their job then we could just have a chief and a bunch of officers and detectives. Especially if you are new to supervision or just being transferred as a supervisor to a new unit, you can expect to have some issues shortly after you arrive. Please message us! We’ll pin to the episode, and would love a dialogue. The 4th Amendment - which protects US citizens from unreasonable searches and seizures by the government - has exceptions. One of these exceptions is CONSENT! Most police think of the 4th Amendment to apply to searches. Think also of seizures of persons. If you forcibly stop someone - blue lights, sirens, commands, handcuffs - you have seized their body. If they consent to speaking with you...you're good! Why in the world would they consent - agree - to speak with you if they are a 3x felon carrying a gun? A drug dealer carrying 9 ounces of Heroin? A child pornography producer with a hard drive in his backpack that will get him 30 to life? Listen to this episode to develop your understanding of the legality of a consensual stop. They did nothing wrong - no stop sign violation, no speeding, no nothing. However, you have a suspicion and you want to speak with them. This is the science. Continue listening to develop your art. How to transition from being a stranger danger in a uniform to building casual rapport. How to develop this casual rapport into a closer rapport. How to continue to build into a search and possibly an arrest. If you choose to rely on traffic violations and boneheads walking up the middle of the street, you will catch the low-hanging fruit. The beautiful city that sits at the Western tip of Tennessee, touching Mississippi to the South and Arkansas and the Mississippi River to the West, has been plagued by issues for a long time. Kevin Rardin spent 33 years prosecuting in the Memphis courthouse located at 201 Poplar Avenue in the heart of downtown. He then spent 6 years as a public defender. He has worked in both Juvenile Court and Veteran's Court. Due to his time as a JAG (Judge Advocate General, AKA military lawyer) in the Army Reserve and National Guard, Kevin has an unusual knowledge of how the National Guard actually works when deployed. What rules do they have? How many will be sent? What job specialties will be utilized? What is their mission likely to be? Kevin not only knows the rules they will have to follow, but closely follows Memphis and Shelby County politics. During this deployment he was awarded the Bronze Star, which to those that don't know, is a really big deal and means he did something WAY above and beyond the norm. He discusses the hardest time of his deployment, which came many years after he returned home. Kevin has been on local news in Memphis, TN several times objectively discussing what the Tennessee National Guard can do legally while deployed within the city. Below I will post his background as written on International Organization for Transitional Justice and Peace website regarding his current activities during "retirement": Kevin Rardin Mr. Kevin Rardin brings a wealth of experience and dedication to the ITJP. With a distinguished career spanning over three decades, Mr. Rardin has served as a prosecutor for 33 years, representing the state of Tennessee in numerous high-profile jury trials involving serious crimes.
In addition to his prosecutorial work, Mr. Rardin spent five years as an assistant public defender, advocating for the rights of children in the Shelby County Juvenile Court. His commitment to justice extends beyond the courtroom, having served as an Army Reserve Judge Advocate for 21 years. During his service, Kevin completed a 12-month active duty tour in Kandahar, Afghanistan, where his efforts to strengthen the rule of law within the Afghan National Army earned him the Bronze Star Medal for Meritorious Action in a Combat Zone. He retired from the Army Reserve as a lieutenant colonel in 2010.
Kevin’s dedication to justice and human rights is further demonstrated by his active involvement in various organizations. He serves on the board of the Memphis Council of the United States Navy League and is a Fellow with both the Association of Prosecuting Attorneys (APA) and Global Friends of Afghanistan (GFA). In 2019, he was honored with the Lifetime Achievement Award from the “Best of Bar” in Memphis.
