💰Governor Healey signed the FY27 State Budget into law last week. The budget sees Tyngsborough net an additional $200,000 in state aid for Fiscal Year 2027 as well as $110,000 in project-specific earmarks.

⭐The search for our new Director of Elder Services enters the final phase following first round interviews. We interviewed four finalists in the first round with the panel including the Director of Veterans Services and the Chair of the Council on Aging. The second round interviews will bring back two of those four and include the Chair of the Select Board.

In this episode of the Tyngsborough Town Manager's Report, Town Manager Colin F. Loiselle:

• Begins with some budget updates as preparations for the FY 2026 budget continue along. Town departments have until December 10th to submit their budget requests and Colin will meet with each department head during the process. Another update will be provided to the Select Board at the next meeting on December 16th.
• Announces that the NMCOG Regional Sealer of Weights and Measures Program was discontinued by NMCOG but the town was able to pivot and contracted with the Massachusetts Department of Standards to provide the services instead. DOS will begin the annual weight inspections in January and will be available to assist new businesses and investigate complaints against businesses.
• Updates us on the progress of finding a parcel for a new police and new fire station. Out of an original 13 proposed, Colin is only recommending 5 go through to the group meeting tomorrow on which parcel works for police and which works for fire. 2 of the recommended 5 are municipally owned and appear, on the surface, to be able to accommodate one of the buildings.
• Invites everyone to attend the Annual Tyngsborough Public Library Holiday Party on Wednesday, December 4th, from 4-7pm at the Library.
• Congratulates everyone working on the Festival of Trees after an amazing first weekend, especially Recreation Director Alison Page, for always making it bigger and better than ever each year! Colin also reminds everyone that the Second and last weekend of Festival of Trees is this weekend!

Assistant Town Manager Kat Foster:

• Shares that the Town is formerly seeking feedback on how Tyngsborough should use the Opioid Settlement Funds that the Town was awarded as a part of the national lawsuit against opioid manufacturers and distributers. • Thanks resident Patrick Latham who assisted several other residents again this fall transporting thier fallen leaves to the yard waste site.

• Reminds everyone before the election that the poll workers are your fellow neighbors in Tyngsborough. Please be respectful to them, be patient, and remember that the rules apply evenly to everyone. Regardless of how the election turns out, please treat everyone with kindness.
• Thanks Town Clerk Jessica Brunelle for her working hard with the Board of Registration, Town Democratic and Town Republican Committees to ensure the election is transparent and smooth.
• Welcomes new custodian Guy Bastien to the Facilities Department.
• Shares that the Town Center Digital Sign is up and running and reminds that it will be used for government messaging only.
• Informs that Town Hall will be opening at 11am on Wednesday December 18th.
• Mentions variety of events being held to honor our Veterans next week and on December 14th with Wreaths Across America.
• Fiber is continuing to be extended over the bridge and is funded by a $200,000 grant from the Commonwealth.
• Work on 2024 Roads Program Phase II is wrapping up.
• Work is nearly completion on Scribner Road Culvert replacement.
• Engineering Department recieved a $370,000 grant from the Commonwealth to complete final designs on two more culvert replacements.
• Economic Development Director and Town Planner Ben McClure has been working with the website vendor and the IT Department to develop a competitive one stop shop page for interested parties in opening businesses here in Tyngsborough.
• National Grid has implemented a rate increase fir thier distribution rates.
• Town Offices will close at 4pm on Wednesday November 27th.
• Town Offices, the DPW, and the Center for Active Living will close at 2pm on Tuesday December 24th.

Assistant Town Manager Kat Foster thanked the Board of Health for thier "Rolling into Recovery" event to cekebrate those in recovery. Special thanks go Regional Public Health Specialist Siobhan LaFreniere for her coordination and Roller Kingdom for thier generous donation!

Additonally, she added that the Opioid Task Force met last week to discuss opportunites to use the opioid abatement funds from the State's settlement and is preparing a community survey and forum to gain insight and feedback to guide future initiatives.
