Today's episode (166) is a continued discussion of the CHIPS and Science Act and its impact on Central Texas, with a lens on the region's semiconductor ecosystem.
Joining us is returning guest, Tyson Tuttle.
Tyson served as CEO of Austin-based Silicon Labs from 2012 to 2021, with leadership roles at the company including Chief Operating Officer and Chief Technology Officer.
We last had Tyson on for Ep. 52 where we discussed the Internet of Things, of which he led Silicon Labs transformation to a pure-play leader in.
As background, the CHIPS Act was signed in August and provides more than $52 billion in incentives: $39 billion for production, $13.2 billion for research and development, and $500 million for communications and supply chain improvements.

Ed and Bingham Group CEO A.J. discuss the recent of the CHIPs and Science Act, and the economic implications for Central Texas.
The bipartisan bill includes more than $50 billion in incentives for manufacturers of semiconductors, or chips, to build domestic semiconductor plants.
The semiconductor industry has had significant and growing presence in Austin and Central Texas for over 30 years.
This includes Samsung's 2021 announcement to build at $17 billion semiconductor factory in Taylor. And recently last month the company filing paperwork with the state suggesting it could build 11 chip-making facilities in the Austin area over the next two decades.

Located just 30 minutes northwest of downtown Austin, Leander has experienced substantial growth in its population over the past decade. In May 2020, the U.S. Census Bureau announced Leander, Texas was the fastest-growing large city in America between 2018 and 2019.

The vision of the DECA collaboration is to better the integration of individuals, firms, and communities who have not shared proportionately in the overall rise in local prosperity.
The REED Plan, according to DECA, will reduce barriers and create equity for the small businesses and the workforce communities served by the Chambers.

Appointed in January 2022, Jason has a nearly 18‐year career with the City, which in addition to the City Manager’s Office, includes Parks and Recreation, Human Resources, Emergency Medical Services, and the Fire Department.
Jason and Bingham Group CEO A.J. discuss his role, a first for City Manager Spencer Cronk (but not new for the city), Jason's path to the public sector and journey to his current role.
As Chief of Staff, Jason is responsible for the administrative functions of the City Manager’s Office, and provides leadership and oversight to the City’s Equity, Innovation, Sustainability, and Resilience Offices.
Austin operates under a “Council-Manager” system of government. In this model, the Mayor and City Council are responsible for all legislative functions of the City. They appoint a professional City Manager who operates much like a CEO in private-sector businesses and who is tasked with carrying out City Council’s legislative and policy objectives.

Hsu is currently the Past President of the AIA Austin chapter and a member of the University of Texas School of Architecture’s Advisory Council.

ABOUT MOBLEY
Austin-based artist Mobley grew up all over the world, from the Spanish Mediterranean to the California coast. Perhaps it’s because of this itinerant childhood that he finds it so hard to sit still.
Mobley does it all: he's a songwriter, producer, visual artist, filmmaker, and a charismatic frontman with a reputation for kinetic live shows. He’s composed dozens of pieces for stage and television (HBO, FOX, NBC, ESPN), and played hundreds of US and international tour dates (with the likes of Phantogram, JUNGLE, Cold War Kids, and James Blake, and at festivals including Lollapalooza, ACL, Voodoo, and Hangout).
Mobley wrote most of his new record, Young & Dying in the Occident Supreme, while in Thailand, finding inspiration as an outsider looking in on his own country from a different vantage. Young & Dying is a sonic critique of white supremacy, a theme Mobley felt even more urgently while not in the United States. The record glides between musical idioms with all the ease you’d expect from someone who grew up a perennial new kid, with Mobley at turns cribbing Ennio Morricone, keening over a psychedelic gallop, or indulging in a futuristic art rock strut.
Young & Dying in the Occident Supreme was released via Last Gang Records on February 19, 2021.

(with honors) in Electrical Engineering with a minor in Control and Dynamical Systems.

BACKGROUND
In July 2020, Austinites for Progressive Reform launched calling for four reforms, including adopting a mayor-council form of government, i.e. a strong mayor system. This would transfer the city manager’s duties to the mayor.
The city of Austin is currently run under a council-manager system, with power and authority to set policy resting with the city council. The council in turn hires a nonpartisan manager who runs the city (including hiring and firing personnell). The city of Houston is the only major Texas city with a strong mayor system.
On Monday, January 11th, Austinites for Progressive Reform filed 24,000 signatures for four city charter amendments (Austin’s constitution). A certification by the City Clerk would then trigger May 1 election.
