S2 E18 | Into the Crystal Bong: Weeks to Applications, MOA Dab Bar(?), & Cottage Cannabis Exemptions04 Feb 202501:35:58

Comment, question, or idea for the podcast? Send us a Text Message!

Tanner, John, and Jordan return to the Dabbler Depot Studio for Episode 18 of Northern Lights, diving headfirst into Minnesota’s cannabis landscape as the industry edges closer to the long-awaited licensing window. With applications opening in less than two weeks, we break down what prospective business owners need to know, including key deadlines, potential pitfalls, and why there’s still no application available.

Then, we explore an alternative approach to cannabis in Minnesota—the Cottage Cannabis Exemption. Could a model similar to the state’s cottage food laws allow small-scale growers and makers to thrive? We discuss the details and debate its potential impact.

Then, we show you how easy it is to submit a comment on the Office of Cannabis Management's proposed rules. Remember to submit your comment before 4:30 p.m. CST on Wednesday, Feb. 12!

Next, it’s time for Looking into the Crystal Bong – 2025 Edition, where we rank five possible future events—without knowing all the options in advance! Will OCM finally remove the potency cap on concentrates? Will Wisconsin beat Minnesota to the finish line on legalization? Or will the Mall of America embrace cannabis culture with a food court dab bar?

And finally, we wrap up with High Thoughts, sharing the deep (or ridiculous) ideas that have been on our minds lately.

It's cold outside, but Tanner, Steve, and Jordan are fired up in the Dabbler Depot studio for another episode of Northern Lights! First, join us for a game we're calling Word Salad Strain Name! With a mix of random words, we craft outrageous cannabis strain names like “Caribou Cookies” and imagine their flavor, aroma, and effects. Which will reign supreme?

Then the crew then tackles the newly proposed expedited OCM rules, including the controversial 70% THC cap, medical vs. adult-use tracking systems, and more. What do these changes mean for consumers, craft producers, and the future of Minnesota’s cannabis industry? Spoiler: the team has opinions.

Next, Tanner is joined by Toph (@firebeards), a local cultivator and solventless processor, to discuss the impacts of the 70% THC cap on craft businesses and consumers. Using a clear juice analogy, Toph explains why the cap doesn’t make sense and what it could mean for innovation in the industry.

Finally, we wrap things up with High Thoughts as the team reflects on cannabis memes, creative inspirations, and more.

Press Conference: MN Office of Cannabis Management Announces Next Steps for Cannabis Licensing Process (Dec 11, 2024)11 Dec 202400:26:00

Comment, question, or idea for the podcast? Send us a Text Message!

Today, the Office of Cannabis Management (OCM) announced its next actions to launch Minnesota’s cannabis industry following a Ramsey County District Court judge’s decision to stay the cannabis license preapproval lottery originally scheduled for Nov. 26.

To avoid further delay and risks to social equity, OCM is ending the license preapproval process and moving forward with opening a standard licensing cycle for both social equity and general applicants beginning early next year. This step allows the office to prevent delays to the market launch due to ongoing litigation and retain some benefit to social equity by allowing applicants for license preapprovals to move into this new round.

The 2024 law that established the license preapproval process emphasized rigorous review and operational readiness to ensure that social equity applicants were market-ready. The delays related to the court’s order to pause the lottery eliminate any early-mover advantages offered by the expedited license preapproval process envisioned by the Legislature. Therefore, the lawsuits brought by some unsuccessful applicants necessitate moving directly to the licensing cycle for both social equity and general applicants.

“We remain committed to launching an equitable, sustainable, and responsible cannabis marketplace in Minnesota,” said OCM Interim Director Charlene Briner. “Our path forward ensures we remain on track to launch Minnesota’s new cannabis market and also preserves some of the social equity benefits that were at the heart of the preapproval process and that are foundational to the law as it was originally conceived.”

Thank you to Fox News for recording this Press Conference after our request was denied by OCM.

Bonus: Reactions to District Court Decision (w/ Jen Randolph Reise, Leili Fatehi, and Jeff Brinkman)29 Nov 202401:05:09

Comment, question, or idea for the podcast? Send us a Text Message!

In this bonus episode of Northern Lights, we dive into the recent decision by the District Court to stay the Minnesota Office of Cannabis Management’s (OCM) Social Equity Preapproval Lottery. This ruling has sent ripples through Minnesota’s cannabis community, sparking debates about fairness, preparedness, and the future of this nascent industry. Nearly 18 months have passed since Governor Walz signed the legalization bill into law, yet the cannabis industry remains in limbo. In this episode, we explore the multifaceted perspectives on this decision, what it means for the OCM, prospective cannabis businesses, and the broader community eagerly awaiting progress.

We begin with Jen Randolph Reise of North Star Law Group, a firm behind one of the lawsuits heard in court this week. Jen explains what distinguishes her plaintiffs and why she believes Minnesotans deserve a fair process for rolling out the cannabis industry. She emphasizes that the lawsuit’s focus is not on obstructing progress but on ensuring that social equity applicants aren’t disadvantaged by what she describes as an inequitable process within the OCM.

Next, we hear from Leili Fatehi of Blunt Strategies, a prominent cannabis consulting firm in Minnesota. Known for leading the successful MN is Ready campaign to legalize adult-use cannabis, Leili argues that this process, while frustrating to those who received denial letters, is a necessary step to uphold the integrity of the industry. She critiques the court’s actions, highlighting the negative impact of delays on businesses poised to begin operations, and underscores her belief that the OCM’s approach is necessary to filter out bad actors.

Finally, Jeff Brinkman of Superior Cannabis Company shares his concerns about the OCM’s handling of the preapproval lottery. Having followed the courtroom arguments closely, Jeff critiques what he perceives as the OCM’s lack of understanding in creating a transparent and functional regulatory process. He reflects on the need for better communication and collaboration to avoid further missteps and to ensure the industry develops as intended.

To round out the episode, we share the OCM’s official statement, providing their perspective on the court’s decision and their vision for moving forward. While opinions on these events may vary, we believe all stakeholders can unite behind the shared goal of building a fair, efficient, and inclusive cannabis industry in Minnesota.

This moment may feel like a setback, but every challenge brings an opportunity to learn and improve. The vision for Minnesota’s cannabis industry is one of inclusion, opportunity, and community benefit. It’s a vision worth fighting for, and the voices we’ve heard today remind us why it matters. Let’s hope the next steps, whatever they may be, bring us closer to that vision.

S2:E11 | The Courts Send OCM a Denial Letter (with Sean Paul Kehren)26 Nov 202402:24:27

Comment, question, or idea for the podcast? Send us a Text Message!

It’s been a week in the Minnesota cannabis world, and Steve and Tanner are here to break it all down. The Office of Cannabis Management (OCM) scheduled the first round of its Social Equity Preapproval Lottery… and then the District Court stepped in with a stay, temporarily halting the process. Next step, Minnesota Court of Appeals.

Meanwhile, Minneapolis and Duluth are busy considering cannabis ordinances, each putting their own spin on what regulation should look like for retailers and parks.

On the business side, things aren’t much smoother. Employees at Vireo are on the brink of a strike after slow-moving contract negotiations with UFCW Local 1189, threatening to throw half of the state’s medical cannabis program into disarray. And in slightly lighter news, a study from the University of Minnesota shows that students are trading heavy drinking for cannabis. Call it progress?

This week’s episode also features an interview with Sean Paul Kehren of North Star Law Group. Sean shares stories about growing up in Pine City, his path to becoming a lawyer, and what’s driven him to navigate Minnesota’s cannabis legal landscape. Quick note: North Star’s lawsuit against OCM hadn’t been filed yet when we recorded this conversation.

To unwind, we sample Modist Brewing’s new Melt Pop’s flavors—Citrus Punch and Sangria Ginger Ale—and Tanner treats us to Big Cat Hash’s Strawberry Pie for another Terp Tasting. As always, we end with a high note, trying to find some joy in the everlasting and ever growing chaos.

Production Note: Most of this episode was recorded before the court’s decision on Monday. Even so, the conversations are still relevant—maybe even more so. We’ll be back later this week with more thoughts on that ruling.

In this episode, Marcus, John, and Tanner explore the evolving landscape of cannabis policy in Minnesota and across the U.S. as recent elections bring new challenges and opportunities. With Minnesota’s now-divided Legislature, cannabis reform faces added hurdles. We’ll discuss how this shift could slow progress on tax adjustments, licensing expansions, and social equity provisions, calling for more bipartisan negotiation than ever.

On the national stage, cannabis policy has seen both advances and setbacks. From Florida to South Dakota, adult-use legalization efforts stalled, while Nebraska made strides by expanding access to medical cannabis. These mixed results reflect the diverse and complex views on cannabis across the country, especially in shifting political tides.

But it’s not all doom and gloom! Join us for Tanner’s Terp Tasting as we sample Strawberry Cotton Candy rosin from Minnesota’s own Ope Solventless. And, as always, we wrap up with a High Note, sharing insights and reflections from Jordan, John, Marcus, and Tanner during this eventful and not-at-all-stressful week.

Social Equity Verification Workshop (MN Office of Cannabis Management June 21 Event Recording)24 Jun 202401:38:14

Comment, question, or idea for the podcast? Send us a Text Message!

Welcome to the MNCC recording of the Minnesota Office of Cannabis Management (OCM) training session on completing the social equity verification process. This is the crucial first step for potential social equity applicants aiming to participate in Minnesota’s new cannabis industry, launching this summer.

This training was held from 4-6 p.m. on Friday, June 21, at the Sabathani Community Center Auditorium in Minneapolis. Preregistration was strongly encouraged, and attendees signed up using a designated registration form.

This workshop underscores the state’s dedication to fostering a fair and inclusive cannabis industry. Recent updates to Minnesota’s cannabis law have introduced a licensing preapproval and vetted lottery process for qualified social equity applicants.

For those unable to attend the event, this recording will provide a detailed, step-by-step guide through the verification process. Charlene Briner, OCM interim director, has emphasized that additional information and technical assistance resources are forthcoming.

“The Office of Cannabis Management is committed to providing ongoing information and assistance as we prepare to open the application and licensing process,” said Briner. “We encourage potential applicants to check our website frequently as we continue to add guides and materials to support applicants every step of the way.”

As part of this summer’s launch, applicants must complete the verification process to ensure they qualify for social equity status. This process runs from June 24 to July 10.

Verified social equity applicants will then be eligible to submit an application for license preapproval from July 24 to August 12, as mandated by law. These applications will undergo a review and vetting process, and qualified candidates will enter a lottery planned for this fall.

Applicants will complete both the verification and preapproval processes through the OCM website.

For more information and to review social equity eligibility requirements, please visit the OCM website.

As Taylor Swift would say, "My Friends All Smell Like Weed," because it's the first legal 4/20 in Minnesota! John and Tanner share their experiences celebrating at various events across the Twin Cities. Then they dig deep into legislation moving it's way through the chambers, both good (CannOmnibus) and bad (HF 4251). Next, we try Heti's new Meadow Cat Nap THC beverage, inspired by Dakota roots and created by Dana Thompson, co-creator of the James Beard Award-winning Owamni Restaurant.

Then, Steve and Tanner sit down with Colin Kelley to discuss the history of cannabis in Minnesota and the future of national cannabis. Colin recounts the early days at Leafline Labs, from applying for a license to growing the first harvest, all while working within the confines of new and evolving regulations. They also discuss the value of bringing experience into your growing team when working in the cannabis industry.

Finally, it's time for another segment of Cooking with Clem, a collaboration between Doctor Dabs and Northern Lights Podcast. Today Clem's whipping up some Stir Fried Veggies flavored with infused Jerk Seasoning! 4/20 is less than a week away, and the Department of Health is celebrating by destroying half a million dollars worth of illicit cannabis products. Marcus, Steve, and Tanner break that down, and a whole lot more happening throughout the state, including St. Joseph passing a moratorium while exploring municipal shops, roadside testers reporting a high participation rate, and more fun at the Legislature in St. Paul as the CannOmnibus bill makes it way through the law-making meat grinder. Next, we try 4 Canna, CannaConnect's new collab with Modist Brewing!

Then, Marcus and Tanner sit down with Jeremy Sutherland to talk about his background with Hybrid Nation and his role as a co-founder of Crooked Beverage Co. We're super excited about our conversation with Cathy Wurzer on MPR's Minnesota Now! It was an incredible opportunity to dive deep into our mission, discuss the insights from our podcast Northern Lights, and share our vision for the future leadership of the OCM.

The Office of Cannabis Management will hold the inaugural meeting of its Cannabis Advisory Council Friday. The council, which was created as part of the new cannabis law, will review policy and make recommendations to the state office.

While that is happening on the state level, there is also a grassroots nonprofit informing the community about the rollout of all aspects of legalization. Minnesota Cannabis College Founder Tanner Berris joined MPR News host Cathy Wurzer to talk about it.
