What is DoD's Planning, Programming, Budgeting, and Execution (PPBE) system, and how does it succeed and fail to direct resources to the correct programs and projects to ensure that the best-performing capabilities are quickly and affordably delivered to the warfighter? The Legislative Commission on Planning, Programming, Budgeting, and Execution (PPBE) Reform recently published its final report on this topic, proposing sweeping reforms to the process. The Commission, created by the FY22 National Defense Authorization Act, released a suite of recommendations that would change every aspect of PPBE from the way that national strategies are translated into DoD plans, the lines of communication between Congress and DoD, and the actual methods of managing the Department's finances. NDIA’s Emerging Technologies Institute visited the Letterkenny Army Depot in Chambersburg, Pennsylvania. ETI's Executive Director, Dr. Arun Seraphin, is joined by Letterkenny Army Depot's director of strategic management, Kate Williams, and Chris Ghigliotti, an electronics engineer. Kate spoke about the weapons maintenance, safety, and modernization process and the return of supplies to soldiers.
